Supply of Potable Water Under Har Ghar Nal Se Jal
Water is a State subject. Power to plan, design, approve, implement, operate and maintain the water supply scheme is vested with the States. The Government of India supplements the efforts of the States by providing technical and financial assistance. Since August 2019, the Government of India in partnership with States is implementing Jal Jeevan Mission (JJM), to make provision of potable tap water supply to every rural household of the country, by 2024.
To ensure the reliable and enduring supply of potable water to every household in the villages, provisions have been made under‘ Operational guidelines for the implementation of JJM’ which provides for:
i.) the ‘Source Finding Committee’ to ensure the availability of potable water in adequate quantity in prescribed quality for the scheme design period. After considering the recommendation of this committee, the State Level Scheme Sanctioning Committee (SLSSC) or District Water and Sanitation Mission (DWSM) recommends or approves the proposals of water supply schemes; and
ii.) preparation of 5-year Village Action Plan which inter alia includes augmentation and strengthening of drinking water sources to be taken up in convergence with other schemes at village level viz. MGNREGS, 15thFinance Commission tied grants to Rural Local Bodies (RLBs)/ PRIs, Integrated Watershed Management Programme (IWMP), State schemes, District Mineral Development Fund, CSR funds, community contribution, etc.
No instance of laying water pipelines without ensuring the supply of water has come to the notice of the Department, so far.
