As The Manohar Lal-Led Government Today Completed Successful Eight Years Of Ensuring Holistic Development Of The State

Old age pension increased from Rs. 1000 to Rs. 2500, will further increase to Rs. 3000 in next two years, Manohar Lal

Chandigarh, October 26- As the Manohar Lal-led government today completed successful eight years of ensuring holistic development of the state, the Chief Minister extended his best wishes to the people of the state and expressed the hope that he would continue to get the support and love of the public like this.

Meanwhile addressing a press conference held in Delhi, Sh. Manohar Lal presented the report card of his government.

“In these eight years, special focus has been laid on chalking out a three ‘C’ strategy to uproot Corruption, Caste and Crime. Besides this, the emphasis has also been given on promoting 5S — Shiksha, Swasthaya, Suraksha, Swabhiman and Swavlambhan so as to ensure holistic development of Haryana,” said Sh. Manohar Lal.

The Chief Minister said that the blueprint of development as shared by the Prime Minister has greatly inspired him to continuously work to bring radical changes in the working of the government and make the life of the citizens easier.

On this occasion, he also released a booklet on the government’s achievements compiled by the Department of Information, Public Relations and Languages.

Extending the benefits of government schemes through PPP

The Chief Minister said that in these last eight years dozens of radical changes have been brought in Haryana but the introduction of Parivar Pehchan Patra is on the top of eight highlights of his government.

“Through this one of its kind umbrella scheme, while considering the family as a unit, benefits of all the welfare schemes, programmes and services being run by the State Government are being given on a single platform. Today all the welfare schemes are being linked to PPP,” said the Chief Minister.

Automatic disbursal of pension benefits is being ensured through PPP. As soon as a person attains the pension age, the pension automatically starts through PPP. Besides this, the work of making yellow ration cards is also being done through PPP.  Initially, this scheme has been started on a pilot basis in districts Sirsa and Kurukshetra, informed Sh. Manohar Lal.

Target set to increase the minimum annual income of poor families upto Rs 1 lakh

The Chief Minister said that in the first phase of ‘Mukhyamantri Antyodaya Parivar Utthan Abhiyan’, a target has been set to identify about 2 lakh such poor families having an annual income of less than 1 lakh. After identification, the government has set a target to increase the family income of such families upto Rs 1 lakh.

In a bid to give maximum benefit to such families, the annual income slab of BPL families has been increased from Rs 1.20 lakh to Rs 1.80 lakh. In this Antyodaya abhiyan, uplifting the poorest of the poor has been set as the utmost priority. In the three phases of Antyodaya Gram Utthan Melas, till now, loan sanction letters have been given to more than 33,000 poor families for self-employment. Besides this, job opportunities have also been provided to such beneficiaries in the private sector, informed Sh. Manohar Lal.

Several initiatives taken in the interest of farmers

The Chief Minister informed that Haryana Government has made the ‘Meri Fasal-Mera Byora’ web portal.  On this, farmers can fill in the details of the crop sown by them while sitting at home only. This initiative taken by the State Government not only saved the farmers from making several rounds of the government offices to get the said work done, but also proved instrumental in selling their crops,  getting crop damage compensation and getting financial assistance for fertilizers, seeds, loans and agricultural equipment while sitting at home only. About 9 lakh farmers have registered on this portal in Rabi and Kharif seasons.

547 services and schemes of 42 departments made online on Antyodaya Saral Portal

The Chief Minister said that while focusing towards, Maximum Governance and Minimum Government, 572 services and schemes of 42 departments have been made available online on Antyodaya Saral Portal. This step has not only reduced human intervention in providing government benefits but also ensured that the benefits reach the grassroot level.

As many as 12 lakh complaints were received on the CM window alone, out of which 90 per cent were resolved.  Not only this but with the successful implementation of the Teachers Transfer Policy, the age-old system of ‘pick and choose’ was completely eliminated. This transparent transfer system started from teachers has now been implemented in other departments as well.  The online transfer policy has been implemented in 214 cadres having more than 80 posts in 43 departments.

All the villages of the state made Lal Dora free

The Chief Minister said that in order to put an end to disputes related to ownership rights in villages, the scheme to make villages Lal Dora free was launched on January 26, 2020, which was later implemented in the entire country under the name of Pradhan Mantri SWAMITVA Yojana.  Under this scheme, all the villages of the state have been made Lal Dora free.

Round-the-clock power supply being ensured under Mhara Gaon-Jagmag Gaon Yojana

The Chief Minister said that a round-the-clock power supply is being ensured under Mhara Gaon-Jagmag Gaon Yojana. At present, 5681 which is 84 percent of villages of the state are being provided 24 hours electricity, whereas in October 2014 only 538 villages were being provided 24 hours of electricity. In October 2014, the recovery from power bills in rural areas was less than 50 percent, which has now increased to more than 90 percent, informed Sh. Manohar Lal.

Educated Panchayats representatives ensuring Development

The Chief Minister said that in the year 2015 the Panchayati Raj Act was amended to fix the educational qualifications of the Panchayats representatives. By taking such a revolutionary step, the Panchayats have got educated people with clean image and who truly realise the meaning of ‘Panch Parmeshwar’.  Even the Supreme Court has also lauded this decision, said Sh. Manohar Lal.

Haryana emerged as a sports hub

The Chief Minister said that Haryana has emerged as a sports hub in the last few years.  Haryana is the first state in the country to give maximum cash prizes to medal-winning sportspersons.  The government has ensured the jobs of medal winning players.  550 posts have been reserved annually for the medal winners, which will be increased in the coming time, said Sh. Manohar Lal.

The Chief Minister, while mentioning other pivotal achievements of the State Government, said that in the year 2014, the sex ratio at birth in the state was 871, which has now improved to 923.

He said that hundreds of schemes providing assistance to the citizens from the government treasury have been linked to DBT and the money is being deposited directly into the bank accounts of the beneficiaries.

As many as 150 Schemes have been uploaded on the DBT portal.  Of these, 94 are state schemes and 56 are centrally sponsored schemes.  A total of 29.63 crore transactions have taken place since the year 2017, in which Rs 52,374 crore have been deposited in the accounts of the beneficiaries, informed Sh. Manohar Lal.

Through DBT, in the last 8 years, 36.75 lakh ineligible beneficiaries were identified.  This has resulted in a saving of about Rs 6,700 crore.  During the year 2019-20, Haryana has been ranked first in the country for the successful implementation of the Government of India’s DBT Mission.

The Chief Minister said that under Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana, golden cards of about 10 lakh Antyodaya families eligible for free treatment up to Rs 5 lakh annually have been made. The scheme benefits have been extended to 17 lakh more families by changing the income slab of BPL from Rs 1.20 lakh per annum to Rs 1.80 lakh per annum.  Golden cards of all these beneficiaries are also being made, informed Sh. Manohar Lal.

He said that the Old Age Pension which was Rs 1000 per month in October 2014, has now increased to Rs 2500 per month.  In the year 2014, the number of such pension beneficiaries was 13 lakh, which has now increased to about 18 lakh. Soon the pension would be increased to Rs 3000 per month, said the Chief Minister.

He said that while upholding the spirit of Haryana Ek Haryanvi Ek, holistic development of the state has been ensured. Unbiased development works have been carried out in all 22 districts.  Priority was given to Mission Merit in the state, by putting an end to that infamous Parchi Kharchi system.

The Chief Minister further informed that to tighten the noose around those involved in corrupt practices, various nexus was busted.  A total of 771 people were caught and corruption in jobs was eliminated.

Special emphasis was also given to water management. Dedicated efforts are being made to restore the depleting water levels in the state.  Three big dams are being built for the availability of water in the state.  Haryana will get 47 percent water from all three dams.  Along with this, the government has taken many steps to save water, said Sh. Manohar Lal.

He said that the State Government has started the project of micro irrigation.  Water has been ensured to the tail end and 14000 ponds are being repaired.  Check dams are also being built on the hills.  Under the Jal Jeevan Mission, fresh tap water has been supplied to every household in all the villages by giving about 18 lakh water connections in the state, informed Sh. Manohar Lal.

The Chief Minister said that the government has worked to create a cultural identity of the state and for this international Gita Festival has been successfully organized.

He said that the government also ensured law and order in the state.  The government has given the administration a free hand to crack down on criminals.

On this occasion, the Chief Minister also launched the registration portal of the Overseas Placement Cell set up by the State Government to provide employment opportunities to the youth abroad. This web-based integrated workflow system will provide a single platform to the youth seeking jobs abroad.

The Haryana Overseas Placement Cell and Shri Vishwakarma Skill University will be able to send their work force abroad by giving skill training according to the requirement in collaboration with the placement agency.

The Chief Minister said that one of the companies he had held talks with during his recent Dubai tour had also offered employment opportunities for the state youth.

Union Home Minister to gift projects worth crores to Haryana

The Chief Minister said that Union Home Minister, Sh.  Amit Shah will inaugurate and lay the foundation stones of various projects of the state in a programme organized on October 27 at Faridabad.

Sh. Amit Shah will inaugurate and lay the foundation stone of four projects costing about Rs.6,629 crore. These include laying the foundation stone of the Haryana Orbital Rail Corridor project costing Rs. 5,618 crores, the inauguration of the Rail Coach Refurbishment Factory in Sonipat district costing Rs. 590 crores, the country’s first longest elevated railway track built in Rohtak at Rs. 315.40 crores. Besides this, the Union Minister will also dedicate and inaugurate the Haryana Police Residence Complex, Bhondsi constructed at a cost of Rs.106 crore, informed Sh. Manohar Lal.

On this occasion, Additional Principal Secretary to Chief Minister and Director General, Information, Public Relations and Languages Department, Dr. Amit Agrawal and Media Advisor to Chief Minister, Sh. Amit Arya also remained present.
