Chandigarh, August 20 – Haryana Chief Secretary, Sh. Sanjeev Kaushal said that the state government is committed and fully prepared to contain the spread of lumpy skin disease in cattle across Haryana. He directed the concerned officers to ensure 100 percent vaccination of cattle within next seven days across the state. He informed that at present, 3 lakh doses of vaccination are available in the state, which will be used in 2 days. Apart from this, 5 lakh more doses will be available in the coming week.
The Chief Secretary today presided over an important meeting with the Deputy Commissioners of the state through video conferencing regarding containing the spread of Lumpy Skin Disease in the state.
He directed the officers that vaccination should be done expeditiously to prevent the further spread of LSD. Amidst the prevailing situation of LSD, he directed the officers to maintain calm and stress-free atmosphere in the state. He directed the Animal Husbandry Department to issue an advisory with immediate effect today and make citizens aware that milk of infected cows can also be used after boiling it.
Disposal of Carcass/ Dead Animals
The Chief Secretary said that the carcasses of dead animals should be disposed off according to the new guidelines issued by the Animal Husbandry Department. He said that the carcasses of animals should not be left in the open in any circumstances. He emphasized that taking precautionary measures, the district administration should carry out the work of digging 8 to 10 feet deep pits for burying the carcasses of animals that died due to Lumpy Skin Disease so that the disease does not spread to other healthy animals. Ensuring cleanliness in all the Gaushalas of the State, he said that Fogging, Spraying of particular disinfectants and proper sanitization should be done in all Gaushalas and villages to control and check the flies and mosquitos acting as vectors for spread of LSD.
Impose ban on inter-state and inter-district movement of cattle
Sh. Sanjeev Kaushal directed the Deputy Commissioners to restrict the movement of cows taken by the cowherds from one place to another in the respective districts. There should also be a complete ban on inter-state and inter-district movement. Apart from this, cattle fair and sale of animals etc. should also be completely banned. He directed that the additional land should be identified to isolate the infected animals so that the disease does not affect the healthy animals. He said that the District Deputy Commissioners should ensure strict monitoring in their respective districts that the infected animal should not be left untreated amidst the situation of LSD.
Utilizing the services of volunteers and Gau-Sewaks to control and contain LSD in the State for vaccination
The Chief Secretary said that the services of volunteers and Gau-Sewaks should also be utilized for vaccination of animals. Apart from this, cooperation of faculty, students and interns of Lala Lajpat Rai University of Veterinary and Animal Sciences, Hisar must also be taken. He said that there should not be any kind of misconception related to this disease among the public. For this, the District Deputy Commissioners and Animal Husbandry Department should provide appropriate information to the people.
Issue advisory for farmers
The Chief Secretary said that the department should immediately issue advisories for farmers related to prevention and care of infected animals. Farmers should be aware that there is no need to panic. The disease is Non – Zoonotic i.e. it does not spread from animal to humans so they should take care of their livestock without fear. Isolate affected animals from other animals, added the Chief Secretary.

In the meeting, the Chief Secretary was apprised that 8 districts namely Yamunanagar, Ambala, Karnal, Sirsa, Kurukshetra, Fatehabad, Kaithal and Panchkula have been affected the most due to LSD in the state. So far 30,225 animals have been infected in 2419 villages. Out of these, 16,939 animals have been recovered and 211 have died. At present there are 13,265 active cases of LSD. All arrangements have been made for its prevention. First, vaccination will be done as per the ring-vaccination concept in the vicinity of the place from where the infected animal is reported and a 3 ml dose will be applied to the infected animals. Apart from this, a dosage of 1 ml will be applied to the animals at other villages or areas.
Data related to disease to be updated every day .
While directing further, Sh. Sanjeev Kaushal said that the data of affected animals should be updated every day. Apart from this, the data of the animals that are dead due to Lumpy Skin Disease should also be updated immediately. The information about the availability and demand of vaccination should also be updated daily on the portal.
In the meeting, Additional Chief Secretary and Finance Commissioner, Revenue and Disaster Management Department, Sh. PK Das, Principal Secretary to Chief Minister, Sh. V. Umashankar, Commissioner and Secretary, Animal Husbandry and Dairying, Sh. Pankaj Yadav, Additional Principal Secretary to Chief Minister-II, Smt. Ashima Brar, Director General of Animal Husbandry and Dairying, Dr. Birender Singh and other senior officers were also present.
