Haryana found itself in the grip of despair and mistrust. The state was grappling with myriad challenges, and a sense of disillusionment had settled among the people. However, this dark period marked the beginning of a remarkable success story under the visionary leadership of Chief Minister, Sh. Manohar Lal.

As of today, Manohar Sarkar has successfully completed a nine-year term in office, and it would be accurate to say that these nine years have showcased the Chief Minister’s unwavering commitment to usher in a new era of hope and prosperity. His leadership is defined by a profound sense of responsibility and a dedication to promoting inclusive development. The journey commenced with a firm resolve to transform the existing systems, and over the course of nine years, the tangible results stand as a testament to his effective leadership.

Addressing the press conference here today the Chief Minister said that the state government’s significant achievements include a robust anti-corruption system that bolsters trust and redirects public resources for the people’s betterment. He said that in these 9 long years, nepotism and regionalism were replaced by a commitment to equitable development; ensuring resources are allocated based on need, fostering balanced opportunities. School Education Minister, Sh. Kanwar Pal was also present on this occasion.

“The state’s economic landscape transformed with abundant agricultural production benefiting farmers, thriving industries creating jobs, and world-class infrastructure attracting economic growth and investments. Social welfare initiatives uplifted marginalised populations, instilling hope and self-reliance in the state’s youth, thereby contributing to overall progress,” added Sh. Manohar Lal.

Key highlights of Haryana’s remarkable transformation under Manohar Sarkar

Highlighting 9 significant tasks in 9 years, Sh. Manohar Lal said, during the present state government’s tenure, many milestones have been achieved, but primarily, creating Parivar Pehchan Patra, we are effectively providing the benefit of 397 schemes and services to 45 lakh families from the comfort of their homes. Today, other states are also studying the PPP model, he said.

Not only that, clean drinking water has been provided through pipelines to every rural household (31.41 lakh households), and 24-hour electricity is being supplied to 5791 villages (86 percent of the total villages).

A Revolution in Governance, Saving Rs. 11,82.23 Crore through DBT

Haryana’s government has undergone a significant transformation in its approach to governance, saving a staggering Rs. 11,82.23 crore through Direct Benefit Transfer (DBT). The innovative Antyodaya Saral Portal has brought 675 schemes and services from 54 departments online, connecting the government directly with its citizens. This not only instilled confidence but also led to the removal of 36.75 lakh fake beneficiaries from 141 schemes.

Farmers’ Paradise: Rs. 11,000 crore Compensation for Crop Damage

The Chief Minister said that due to natural disasters when crops are damaged, the compensation per acre, which was Rs. 10,000 in 2014, has been increased to Rs.. 15,000 per acre by the present state government. The government stands shoulder to shoulder with farmers, providing a substantial compensation of Rs. 11,000 crore for crop damage due to natural calamities, whereas in the previous government’s tenure, only Rs. 1,158 crores were given to the farmers.

In addition to this, Haryana became the first state in the country to procure 14 crops at a Minimum Support Price (MSP), ensuring the welfare of its farming community.

“Under Prime Minister Kisan Samman Nidhi Yojana, an amount of Rs. 4,287.19 crore has been deposited in the accounts of 19.82 lakh farmers in the state. Through Prime Minister Fasal Bima Yojana, 27.22 lakh farmers have been paid insurance claims totalling Rs. 7,600 crore rupees. In addition, under the ‘Mera Pani-Meri Virasat’ scheme initiated for water conservation, alternative crops were sown on 71,000 acres of land instead of rice, and financial assistance of Rs. 118 crore was provided to farmers at a rate of  Rs. 7,000 rupees per acre under the scheme,” said Sh. Manohar Lal.

He said that under the Bhavantar Bharpiee Yojana, Rs. 750 crore were deposited into the accounts of bajra growing and horticulture farmers.

“We have worked to provide water to the tail end in South Haryana for the first time in 39 years and extended water supply to all villages. Under the Amrit Sarovar Mission, the restoration of 1661 ponds was carried out,” informed Sh. Manohar Lal.

Women Empowerment and Social Welfare: Beti Bachao, Beti Padhao Triumphs

The ‘Beti Bachao, Beti Padhao’ campaign has led to an inspiring improvement in the sex ratio at birth, reflecting the state’s commitment to women’s welfare. Haryana boasts the highest social security pension in the country, and property rights have been granted to over 25 lakh families in rural areas.

Infrastructure for a Brighter Future: Connectivity and Modern Amenities

Haryana now connects every district to a national highway, making accessibility a cornerstone of development. The government is also investing in two new civilian airports, ensuring seamless connectivity for its people and industries.

Educational Renaissance: Tablets for E-Learning

The government has distributed 5.50 lakh tablets to students in government schools, paving the way for an educational revolution. E-learning is no longer a luxury but a reality for the youth of Haryana.

Pioneering Rural Development: MGNREGA and EBC Reservation

Haryana is at the forefront of rural development, with initiatives like increasing daily wages under MGNREGA and providing an 8 percent reservation for the Economically Backward Class (EBC) in Panchayati Raj institutions. These steps have elevated the living standards in rural areas.

“In the year 2014, the daily wage under the MGNREGA was Rs. 214, and it was increased to Rs. 357. Our government has raised the monthly honorarium for rural sanitation workers from Rs. 8,100 in 2014 to  Rs. 14,000 and for rural chowkidars from Rs.3,500 in 2014 to  Rs. 11,000. Haryana is the first state in the country to have educated panchayats, and our government has ensured 50 percent participation of women in Panchayati Raj institutions. Not only that, but we have also provided 8 percent reservation for the economically backward class in Panchayati Raj institutions,” said Sh. Manohar Lal.

The core philosophy of ‘Sabka Saath-Sabka Vikas-Sabka Vishwas’ became the guiding principle of governance, CM

The Chief Minister further asserted that the present state government’s tenure has been marked by a transformative change in the state’s administrative systems. The core philosophy of ‘Sabka Saath-Sabka Vikas-Sabka Vishwas’ became the guiding principle of governance. This approach fostered an environment of trust, inclusivity, and active citizen participation, he added.

“With numerous radical reforms, the state government instilled a culture of sensitivity and transparency. The administration became more accountable, responsive, and accessible to the people it served. No department remained untouched by e-governance reforms, making the government more approachable and efficient,” said Sh. Manohar Lal.

The Chief Minister said that this remarkable journey of governance is not just a story of development; it’s a narrative of belief, dedication, and the unwavering commitment of a government to serve its people.

“I am proud and happy to say that Haryana’s journey from disbelief to trust is a beacon of hope, showing what visionary leadership and citizen-centric governance can achieve. Haryana is now on the cusp of a brighter and more prosperous future,” said Sh. Manohar Lal.

Gave the deserved rights to Antyodaya and the marginalised

The Chief Minister stated that in line with the goals of Antyodaya upliftment, his government has taken various steps. These include, increasing the annual income limit for BPL families, which was Rs. 1.20 lakh in 2014, was increased to Rs. 1.80 lakh so that more families can benefit from government schemes. Furthermore, the annual income limit for social security has been increased from Rs. 2 lakh, in 2014, to Rs. 3 lakh. Additionally, the financial aid given under the Vivah Shagun Yojana has been raised from Rs. 31,000, in 2014, to Rs. 71,000, and financial assistance for housing repairs for BPL families has been increased from Rs. 25,000, in 2014, to Rs. 80,000.

“Under the Mukhyamantri Antyodaya Parivar Uthan Yojana, loans for self-employment have been provided to 50,000 extremely poor individuals. Under the Ayushman Bharat – Chirayu Yojana, 86 lakh Ayushman Chirayu cards have been issued. 32 lakh individuals’ health checks were carried out and 1.70 crore tests were conducted free of cost under the Nirogi Haryana Yojana. Under the Pradhan Mantri Awas Yojana, 35,680 people in the state have received their own homes, and 16,000 houses are under construction,” shared Sh. Manohar Lal.

The Chief Minister shared that a total of Rs. 890.83 crore has been distributed to beneficiaries under this scheme. He further shared that under the’ Aapki Beti Humari Beti Yojana’, Rs. 21,000 per daughter were provided to 4.30 lakh girls from Antyodaya families.

“Under the Pradhan Mantri Swanidhi Yojana, interest-free loans of up to Rs. 10,000 have been given to 51,894 street vendors. Under the Pradhan Mantri Garib Kalyan Anna Yojana, 27 lakh families received free ration until December 2023, and under the Pradhan Mantri Ujjwala Yojana, 9.54 lakh poor families received free gas connections,” shared Sh. Manohar Lal.

Empowering local bodies and urban development, 2547 unauthorised colonies regularised

“Our government has emphasised not only making local bodies self-reliant but also institutional urban development. We have introduced direct elections for mayors or chairpersons,” said Sh. Manohar Lal while highlighting steps taken by the state government to empower local bodies and urban development.

He stated that by October 2014, 874 unauthorised colonies in the state had been regularised. During the present government’s tenure, 2547 unauthorised colonies have been regularised, providing significant benefits to the residents. He mentioned that by implementing the Shahri Swamitva Scheme, ownership of properties currently occupied by individuals for over 20 years on rent, lease, or licence fee in municipalities has been transferred to the residents, shared  Sh. Manohar Lal.

He further shared that in a bid to strengthen the financial position of urban local bodies, 2 percent revenue on property registration, the establishment of the Metropolitan Development Authority in Gurugram, Panchkula, Sonipat, and Faridabad for the development of basic infrastructure in cities. Besides this, numerous steps have been taken to stop arbitrary practices by builders and to ensure timely possession of allotments, Haryana Real Estate Authority has been established in Gurugram and Panchkula, among various other welfare measures. In urban local bodies, an 8 percent reservation has been provided for the backward class ‘A’.
