The world’s most pressing problems have been addressed by the International collaboration, as globalization was introduced in the field of higher education. It brought the flow of talent around the globe, which led to speed up innovation and development of new knowledge to ultimately improve quality of life. The underestimation of the enduring legacy of political, economic and military competition and mistrust among nations is one of the factors.

Theft of intellectual property is one of the problems, redundancy shouldn’t happen but the stealing of ideas is not real cooperation. When collaboration is constrained by national borders, growing paranoia becomes an obstacle to scientific and technical advancement. There were several incidents where international students and scholars were suspected and accused of posing a risk of varying degrees of validity, and committing perjury.

Nations resort to impede enrollment of immigrant students as undergraduates, and track their activity on social media if they criticize the government or pose any kind of national threat. After graduation, when they return from abroad, they have to take an interview. International students are not allowed to work part-time jobs, and they are on a student visa in a foreign country.

Whenever they complete their graduation, they will be asked to return back to their origin. A professor was accused in the federal court for allegedly failing to disclose a contract, that he received federal grant money from the Department of Energy and the National Science Foundation at the same time he was paid by another university.

Issue of Research Security in International Collaboration

Berkeley, the University of California ended its collaboration with the Chinese company Huawei, that invests millions in communications technology research worldwide when the US Department of Justice imposed criminal charges on the company for theft of trade secrets and violations.

It has been decided that government officials will meet visit college campuses to discuss the issue of “research security” with the students. The foreign government can investigate scholar’s contact with other countries, many have lost their job already when National Institutes found the behavior of the agencies suspicious. The government investigated almost 50 agencies who were suspected to pose a national threat, this had a chilling effect on the research collaboration. 

International ties are being cut, and the interactions between scholars and foreign researchers are being monitored continuously. Paranoia isn’t limited to any one country; it is mandatory to ask permission prior to five days before meeting any foreign colleague. Protection is needed against scientific and industrial espionage. But there are several more reasons for concern, as foreign governments interfere with academic freedom on outside campuses as well.

Role of Technology

In the previous century, official authorities intercepted agents who were caught smuggling models and drawings of British industrial machines out of the country. Nations attempted to retain industrial design secrets by forbidding the emigration of skilled textile workers so that their technology for weaving cloth won’t be duplicated. But several mill workers sneaked out and imparted their knowledge to improve the technology to manufacture cloth and contribute to an economic boom in their own countries.

In the present era, technology has played a major role in improving the positioning of a country in the international economy, it has replaced manufacturing techniques which has led the world in scientific and technical innovation for decades. This prowess is challenged as nations are in a dilemma of sharing their knowledge and technology openly, where should the proprietary and collaborative boundaries be established.

How is the security and values being protected in the face of easy mobility and growing reach of national governments?  Military at times has assumed roles in health care and epidemics, the government sometimes takes costly measures to stop and prevent the spread of diseases and may use the military to implement strategies.

Yet there are several advantages and important gains for allowing scientists of multiple nations to come together, share facilities and conduct research activities. There is a growing potential of international collaboration in advancing scientific knowledge. We need to consider the joint efforts of nations to overcome complex real-world problems as they arise. 

Closing their door of foreign investment and opportunities will lead to undermining their capabilities and hamper the overall growth of the world in the research sector. International universities and world-leading centers of innovation enroll foreign graduates having doctoral degrees, who have contributed in different startups and led to the betterment of the country. But it gradually becoming difficult for them to sustain and practice their work in foreign countries when new laws are undertaken by the government and they are constantly being monitored. The countries should not send a message to arguably the largest talent pool in the world that they are a despised class in the international business.

Sharing knowledge across the globe, encouraging collaboration among researchers and pursue shared objectives should be the motto of every country which interests development in the competitive international market, and overall growth of research in the world.
