A webinar is being organized on 23.02.2022 to discuss the initiatives announced in the Union Budget 2022-23. The inaugural session of the Webinar will be addressed by the  Prime Minister. The Webinar will have six Breakout Sessions. This would also include the initiatives announced in the Budget related to land records management. The theme of the 5th Breakout Session of the Webinar is Easing Land Governance through End-to-End digitisation.

The Breakout Session will be chaired by Shri Faggan Singh Kulaste, Minister of State for Steel & Rural Development. Shri Ajay Tirkey, Secretary, DOLR will be Moderator and Shri Sunil Kumar, Secretary, MoPR will be Co-moderator. Shri H S Meena, Additional Secretary, DOLR; Shri P S Acharya, CE, NSDI; Shri Ajay Kumar, C-DAC; Shri Rohan Verma CEO, MapmyIndia; Lt. Gen (Rtd) Girish Kumar, former Surveyor General of India will be Speakers/Experts.

The following sub-themes will be discussed during the Webinar.

Unique Land Parcel Identification Number (ULPIN)

Unique Land Parcel Identification Number (ULPIN)  of land parcel is similar to the Aadhaar number of an individual.  ULPIN has been launched under the Digital India Land Records Modernisation Programme. ULPIN is a unique ID of 14 digits for every plot of land in the country based on the Georeference coordinate of vertices of the parcel.  It is based on the longitude and latitude coordinates of the land parcel and relies on surveys and cadastral maps.  It is of international standard and in compliance with the Electronic Commerce Code Management Association standard and Open Geospatial Consortium standards.  It provides compatibility so that all states can adopt it easily.

The benefits of ULPIN are multitudinous.  The single source of information can authenticate the ownership and in turn, it can end the dubious ownership. It will help identify the government lands easily and protect the land from the shabby land transaction.  ULPIN would also ensure sharing of land records data across departments, financial institutions and all stakeholders.

So far it has already been implemented in 13 States and pilot tested in another 6 States.  Department has decided to complete the process of assigning unique IDs to the land parcels in the entire country by the end of the financial year, (FY 2022-23).

Development of National Generic Document Registration System (NGDRS)

NGDRS is an in-house advanced software application for the registration system developed by NIC. This software application is scalable, flexible, configurable and compatible with the state-specific needs in the country. It ensures transparency, accountability of the officials executing the document and reduction in cost, time and number of visits and procedures required for the execution of the registration documents. A total number of 12 States / UTs have adopted NGDRS so far, covering more than 22 crore population in these States / UTs. So far more than 29.91 lakh documents have been registered (as on 10.2.2022). In summary, it is envisaged and envisioned on the principle of enhancing “Ease of Doing Business” for the Government and providing “Ease of living” to citizens.

It has also been experienced that a person has to go only once or twice to the office to complete the registration of the properties whereas earlier he was expected to visit 8 to 9 times different offices to complete the registration process. More emphasis is given on the integration of the Registry Office with other offices where some information are required for the completion of registration deeds. Information for mutation is automatically sent to the concerned department after the registration of deeds. The department has been awarded Digital India Awards- 2020 for the initiative of digitization in the registration process for the year 2020.

The digitalization of land records will provide tamper-proof evidence of land ownership.

Multilingual Land Records – to break linguistic barrier in land records

Currently, the Records of Rights in each State and Union Territory are maintained in local languages. The linguistic barriers pose serious challenges for access to information and usage in an understandable form.

In order to address the problem of linguistic barriers in land governance of the country, the Department of Land Resources, with the technical support of the Centre for Development of Advanced Computing (C-DAC), Pune, under the Ministry of Electronics and information technology (MeitY), has undertaken an initiative to transliterate the Records of Rights are available in local language to any of the 22 languages recognised by the Constitution. The Pilot test(in 7 States-Bihar, Maharashtra, Gujarat, Puducherry, U.P, Tamil Nadu and Tripura)is underway and it is targeted to launch the aforesaid initiative on a Pan-India basis by April 2022.

This initiative will enable the Central Government and State Governments:

-To take informed policy decisions for the benefit of citizens and farmers,

-It will enable citizens and stakeholders, especially potential start-ups, investors, industries etc, to get the benefits of an open national economy conveniently.

-It will facilitate access to information for the prospective individuals in their regional and mother language.

Survey of Villages Abadi and Mapping with Improvised
Technology in Village Areas (SVAMITVA)

Prime Minister Launched the SVAMITVA Scheme on 20th April 2020 on the National Panchayati Raj day. SVAMITVA scheme aims to demarcate inhabited (Abadi) land and provide Record of Rights/Property Cards in rural areas through the latest surveying drone technology. It is a collaborative effort of the Ministry of Panchayati Raj, State Revenue Departments, State Panchayati Raj Departments and Survey of India. The scheme covers multifarious aspects viz. facilitating monetisation of properties and enabling bank loans; reducing property-related disputes and facilitating comprehensive village level planning. The pilot phase of the scheme was launched in the year 2020 with 9 states. Currently, the scheme is ongoing in 29 States and UTs and aims to cover all the villages by 2025.

Achievements of the Scheme

As on 22nd February 2022, Drone flying has been completed in 110,469 villages of 28 States and UTs.  Drone flying has been saturated 101 districts across Uttar Pradesh, Haryana, Madhya Pradesh, Maharashtra, Dadra Nagar Haveli and Daman & Diu, Arunachal Pradesh, Jammu & Kashmir, Chhattisgarh.

Drone flying has been completed in all the villages of Haryana and Dadra Nagar Haveli and Daman & Diu. Nearly 41 Lakh property cards have been prepared for 31,316 villages and 36 Lakh property cards have been distributed for 28,072 villages.

Economic Potential

SVAMITVA Scheme has facilitated in boosting the drone ecosystem in the country through engaging manufacturers, drone pilots and training institutes, drone as a service companies for outsourcing. By engaging MSMEs and Start-ups, it opens up the opportunity for employing skilled manpower across the ecosystem. Availability of high-resolution digitized maps under the SVAMITVA Scheme will further pave way for innovation in GIS space.
