Chandigarh, November 1: Haryana Chief Minister, Sh. Manohar Lal, while giving festive bonanza to the people of the State on the 56th Haryana Day today made 11 major public welfare announcements making this Haryana Day one of the most memorable ones for people of the State in many ways.
From announcing the release of electricity connections located in old colonies, setting up new cyber police stations, biennial medical checkups for policemen, launching the Panchayat Guardian scheme, Sh. Manohar Lal not only assured equitable development but also reiterated his commitment to serving the last person first in the spirit of Antodaya.
While addressing a press conference to mark the state level celebration of Haryana Day and on the successful completion of 7 years tenure of the State Government here today, Chief Minister said that since 2014, bringing in governance and administrative reforms always remained his topmost priorities and while upholding the spirit of Antyodaya, in last seven and half years not only major public welfare schemes like Parivar Pehchan Patra has been implemented but dedicated efforts have been put in to ensure reach of benefits of all public welfare schemes to those at the bottom of the pyramid .

Parivar Pehchan Patra proving a milestone for upliftment of poorest of the poor
The Chief Minister said that State Government’s ambitious scheme Parivar Pehchan Patra will prove to be a milestone in the direction of ensuring that the benefits of services in government schemes reach the last person standing in the line in the spirit of Antyodaya.
“I announce that from now onwards the benefits of as many as 456 services of government departments will made available only through PPP IDs, meaning by that the eligible beneficiaries would now not have to make frequent visits to the government offices to get their work done. All the information of the beneficiary will be available through PPP ID,” said Sh. Manohar Lal.
The eligible beneficiaries can visit any nearest Saral Kendra, Antyodaya Kendra or Common Service Center to get the benefits of any welfare scheme.
As many as 250 prisoners celebrate Deepawali with their families
Giving the best Deepawali gift to the family members of as many as 250 prisoners locked in various jails in Haryana or those who are at present on parole, Chief Minister today announced to grant waiver off sentence ranging from six months and less. Meanwhile, this wavier would not be applicable to prisoners convicted in heinous crimes announced Sh. Manohar Lal. The Chief Minister said that the releasing of all these prisoners who are involved in general crimes will begin from November 2, 2021.
Power connections of those living in old colonies
Giving a big relief to the residents in releasing electricity connections located in old colonies developed by private builders where inadequacy of electrical infrastructure has already been identified, the Chief Minister announced that now the plot holders or residents in the builder colonies having deficient electrical infrastructure cannot be deprived of electricity connection.
Under new policy announced by the Chief Minister, the required electrical infrastructure would be created by distribution companies (UHBVN and DHBVN) by collecting development advance from the residents of colonies.
Simultaneously, recovery on account deficient electrical infrastructure will be made from the developer through cash deposit or by attaching their encumbranced properties by Town and Country Planning Department. After recovery of charges from developers, the development advance, so collected from the consumers will be refunded.
As per above policy, immediate relief will be provided to around 5,000 residents in the state, mainly located in Gurugram and Sonipat, by releasing their electricity connections. In future, more than 25,000 plot holders who are yet to construct their houses will also be benefitted.
Further, existing 30,000 consumers in such colonies who are already having electricity connection would be benefited by having quality power supply from Nigam and will not have to depend on costly generator back-up power.
Cyber Helpdesks and Cyber Police Stations
The Chief Minister said that as growth of use of internet for online financial transactions and for social media applications has led to an exponential increase in the incidence of Cyber Crimes, hence from today onwards Cyber Helpdesks would be set up at all FIR-registering Police Stations of the State for registering complaints of cyber crimes.
This shall ensure that all cyber crimes are registered and investigated in a timely manner, he added.
He further informed that along with this, the State Government has decided to setup Cyber Crime Police Stations in all districts of Haryana in a phased manner over the period of next one year to strengthen the capacity for investigation of cyber crimes.
Haryana Police Department has established Cyber Crime Police Stations at five Police Range Headquarters and at Police Commissionerates of Gurugram, Faridabad and Panchkula, shared Sh. Manohar Lal.
Health Check-up for employees of Haryana Police Department
While launching biennial health checkup scheme for the employees of Police Department, the Chief Minister said that this mandatory biennial health check-up will come into force from January, 1, 2022 for employees of the Police Department who have attained the age of 35 years or more. 32464 police employees (62 per cent of the total force) are expected to benefit from this important health measure.
The eligible employees shall be subjected to a thorough health check-up once in two years in order to screen them for common health ailments.
This will help to detect and treat serious health ailments at an early stage. The step is expected to provide a major boost to the health, fitness and morale of the State Police Force and help them to serve better the people of Haryana.
For the health check-ups the Government will be hiring an authorized agency which would be responsilble for carrying-out health checkup. An online database of health records of the Police Personnel will be maintained for proper monitoring and timely intervention.
He said that under this scheme, policemen will not have to pay any money for medical examination. The government will bear the entire cost of the medical examination and will be paid directly to the agency.
Police department employees usually have to work for several hours. Along with maintaining law and order, the responsibility of curbing crime is also a pivotal part of their duty because of which they sometime find it difficult to cope up with their medical and mental pressure, hence this health scheme has been launched for early detection of serious diseases, thereby saving valuable lives, said Sh. Manohar Lal.
All Sub Divisional Officers (Civil) and City Magistrates designated as Sub-Registrars and Joint Sub-Registrars
The Chief Minister announced that from today onwards all Sub Divisional Officers (Civil) and City Magistrates in the State shall be designated as Sub-Registrars and Joint Sub-Registrars for the purposes of registration of instruments of transfer of properties etc in each District. Tehsildars and Naib-Tehsildars shall also continue to be Joint Sub-Registrars.
This pioneer step will certainly facilitate the general public, especially, the farmers and the rural masses to go to the offices of all these officers at any place within the limits of concerned District, within which the property to which such document relates is situated, added Sh. Manohar Lal
He said that this step will also eliminate the inconvenience to the public due to the absence of a particular officer at the time of their visit particularly at District and Sub-Division Headquarter due to having such powers of registration of documents by many officers of the rank of City Magistrate, Sub Divisional Officer (Civil), Tehsildars and Naib-Tehsildars concurrently.
Haryana Panchayat Guardian Scheme
The Chief Minister said that the Haryana Panchayat Guardian Scheme-2021 is being launched in the state today with the objective of creating a system of rapid and holistic development under Gram Panchayats. In this, senior officers will be given the role of the guardian of the village panchayat.
The objective of this scheme is to conduct a thorough review of the implementation of various schemes of the government in the village and to develop a better understanding of the issues related to the welfare of the villagers, informed Sh. Manohar Lal.
He informed that each guardian, in addition to his/her duties, will visit the assigned Gram Panchayat and interact with the villagers at least once in three months after informing the concerned Block and Development Officer.
He will prepare a report on the issues affecting the schemes and suggestions for the socio-economic development of the Panchayat and will put that report on the government’s portal www.intrahrygov.in within one month of the commencement of the scheme, shared the Chief Minister.
He said that the guardian will oversee the issues related to the welfare of the villagers and perform the duties assigned by the Government from time to time about the Gram Panchayat.
The Human Resource Department will be made the nodal department for the Haryana Panchayat Guardian Scheme, 2021, informed Sh. Manohar Lal.
Haryana Kaushal Rozgar Nigam portal launched
The Chief Minister while launching the portal of Haryana Kaushal Rozgar Nigam said that the Nigam has been created to streamline the requirement process of employees being appointed on contract basis in government departments and undertakings.
From today, the job aspirants can register themselves on this portal by using their Parivar Pehchan Patra IDs.
Government departments and organizations will notify about the requirement of employees on this portal, said Sh. Manohar Lal.
The recruitment of employees through the portal will be done as per the eligibility and prescribed criteria. The list of existing employees will also be uploaded on this portal, he added.
The Chief Minister said that in past, there have been complaints of contract employees that they are exploited by the contractors as salary and other benefits are not paid on time along with no deduction of EPF and ESI.
The selection of candidates by them is also not transparent and fair. State reservation policy and other government notifications are also not being followed. Therefore taking strict cognizance of these complaints, ‘Haryana Kaushal Rozgar Nigam Limited’ under the Department of Skill Development and Industrial Training has been set up and now this portal has been launched to make fair and transparent recruitment, he added.
The Chief Minister said that through ‘Haryana Kaushal Rozgar Nigam Limited’ or would be ensured that the state reservation policy is followed, timely payment of salaries and providing other benefits to the contractual employees is being made. It will also focus on the upliftment of socio-economically disadvantaged candidates, he asserted.
‘DC Rate’ now ‘Nigam Rate’
The Chief Minister said that the D.C rates which are being implemented in different districts will now be called as Nigam rate and this rate will be decided by the General Administration Department headed by the Chief Secretary. The rates will also be applicable to the employees appointed on a contract basis through Nigam, he added.
Sh. Manohar Lal said that three district wise categories have been made under which Gurugram, Faridabad, Panchkula and Sonipat have been included in category A.
Panipat, Jhajjar, Palwal, Karnal, Ambala, Hisar, Rohtak, Rewari, Kurukshetra, Kaithal, Yamunanagar, Bhiwani and Jind in Category-B and Mahendragarh, Fatehabad, Sirsa, Nuh and Charkhi Dadri in category C.
Haryana Engineering Works (HEW) Portal launched
Taking forward its vision of paperless, faceless and transparent system in Haryana, the Chief Minister today launched Haryana Engineering Works portal https://works.haryana.gov.in.
The portal has been launched with the objective is to provide Ease of Doing business facility to the contractors willing to work with four primary engineering departments of the State Government, namely Public Works Department, Irrigation and Water Resources Department and Public Health Engineering and Urban Local Bodies Department, said the Chief Minister.
He said that the contractors willing to participate in various tenders of these departments can register themselves on this portal. They will be exempted from Earnest Money Deposit (EMD) on providing the required details for registration on the portal.
This portal will be a single platform for providing necessary information to the bidders of these departments. Through this portal startups and new entrepreneurs will be given a chance to register so that they too can move forward, added Sh. Manohar Lal.
Haryana all set to achieve 100 percent completion of Jal Jeevan Mission by 2022
The Chief Minister said that on August 15, 2019, Prime Minister, Sh. Narendra Modi had started Jal Jeevan Mission to provide water from tap to every household of the villages by the year 2024. In Haryana this will be completed by the year 2022 itself. Till date, water has been supplied from tap to every household in 18 districts by the Public Health Engineering Department and in the remaining four districts this target will be achieved by the end of this year, he added.
“At present as many as 6156 villages are getting tap water. The objective of this mission is to prevent wastage of drinking water and to provide adequate water to the citizens at home, he added.
