While reiterating State Government’s commitment to ensure transparent governance, Haryana Chief Minister, Sh. Manohar Lal released the new version of Haryana Schedule  of Rates (HSR)-2021

  • Chandigarh, May 4 – While reiterating State Government’s commitment to ensure transparent governance, Haryana Chief Minister, Sh. Manohar Lal released the new version of Haryana Schedule  of Rates (HSR)-2021 for engineering works prepared by the Public Works (Building and Roads) Department and took a step forward in the direction of paperless, faceless and transparent governance.
  • After the release of Haryana Schedule of Rates (HSR)-2021, Chief Minister congratulated and lauded the concerned departmental officers for the hard work they have put in to prepare such a huge version of this schedule.  He hoped that this would bring transparency in the works pertaining to engineering department and new rates would be available for contractors.
  • The Chief Minister was apprised that notification of this version will be issued soon and with this new rates will be applied in the new tenders.  It was also informed that the first edition of the rate schedule of Haryana was published in the year 1962.
  • Later, from time to time, the maximum premiums were fixed at the base rates as required.  The rate was last revised in the year 1988. But it was not enough to update Haryana Schedule of Rates (HSR)-1988.  With the introduction of the GST concept, a new tax regime was introduced and it became necessary to revise the rates.
  • On November 12, 2019, adhering to the directions issued by the government, the Committee was formed under the chairmanship of Sh. Rakesh Manocha, Advisor, Department of Public Works (Building and Roads) and Engineering-in-Chief of the Departments of Public Works, Irrigation and Water Resources and Public Health Engineering were the members of this committee.
  • At present, new technology and materials are being used in construction works and accordingly many new work items have also been included in it and that is why it was necessary to revise the rates.
  • The digital format of the version will also be available and there will be a facility to prepare DNIT and contractors bills online.  This entire process would certainly engage the Chief Minister’s vision of ensuring transparency in the execution of the works of the departments involved in engineering works.
  • On this occasion, Chief Principal Secretary to Chief Minister, Sh. D.S Dhesi, Additional Chief Secretary, Public Works (Building and Roads) Department, Sh. Alok Nigam, Deputy Principal Secretary to Chief Minister, Smt. Ashima Brar, Engineer Chief,  Public Works (Building and Roads) Department, Sh. G.D Goyal and many other officers were also present.
