Chandigarh, February 23 – Haryana Chief Minister, Sh. Manohar Lal said that the financial management of the State Government is the best among all the states. The fund of the  government is the money that is collected as tax. He said that the Government plays the role of a ‘Trustee’ only. In fact, the most crucial responsibility of the Government is to ensure proper management of the public money. The Chief Minister was speaking at the foundation stone laying programme of Vitt Bhawan, Haryana in Panchkula MDC Sector-5 on Wednesday. During this, Ambala MP, Sh. Rattan Lal Kataria and Haryana Vidhan Sabha Speaker, Sh. Gian Chand Gupta were present.
The Chief Minister said that financial management is important in all institutions, whether private or government. The Finance Department is the backbone of the government, thus, one whose financial management is strong will surely climb the ladder of success. Even though revenue had declined in the Corona period and an additional expenditure of Rs 1500 crore was also incurred, however, the government still ensured the best financial management, which was also appreciated by the central government.
The Chief Minister called upon the people that those individuals and institutions capable of paying tax should come forward and the needy person standing at the end of the queue should definitely get the benefits of the schemes.
The Chief Minister said that there is a need to take strict action against those who indulge in corruption and try to evade tax. He shared that the revenue collected in the form of tax is spent on the public.
Opposition presented fudged figures
The Chief Minister, Sh Manohar Lal said that the opposition always presents incorrect figures regarding the debt of the government. In 2014, when we took over the government, the state had a debt of Rs 98,000 crore, while the opposition used to claim it to be Rs 61,000 crore. If we take a look at the figures, then during 2014-15, there was a debt of Rs. 71,000 crore on the Government while the debt of Rs. 27,000 crore was on the Electricity Department. This amount of Rs. 27,000 crore loan was repaid by the government by taking it under its umbrella. If you add both the figures then its sum is Rs. 98,000 crore. Thus, it is evident that the Opposition has been spreading rumors.

Development fee for strengthening local bodies

Chief Minister, Sh Manohar Lal said that the development fee is necessary for strengthening the local bodies. Today there is a need to increase the income of Municipal Corporation and Municipal Council, this will improve the infrastructure in these areas. The development fee was increased in 2018, which was fixed to be charged at Rs 500 per meter or 5 per cent of the registry, whichever is higher. The opposition is making an issue of it. While it may be high in big cities like Gurugram and Panchkula but it is very low in smaller cities. This fee paid by the public is spent on their development.

 Z-Security is given only after assessing threat

Responding to a question, the Chief Minister, Sh. Manohar Lal said that Z-Security has been given to Gurmeet Ram Rahim after assessing if he has any threat. It is the duty of the government to provide security to any prisoner or outsider. Gurmeet Ram Rahim is out on furlough and on the basis of some inputs he has been given Z-Security.
Replying to another query, the Chief Minister said that after the law to give 75 percent reservation to the youth of Haryana in the private sector, some industries had raised the issue of domicile. Thereafter, the Haryana government has decided that the person who has been living in Haryana for 5 years will be issued  domicile certificate of the state.

Recovery cell made in every department for revenue collection: Sh. Gian Chand Gupta

Haryana Vidhan Sabha Speaker, Sh. Gian Chand Gupta said that every department should be audited by other departments. This can prevent errors. Along with this, a recovery cell should also be created in every department for revenue collection. This will strengthen the finance department and the financial condition of the state will be further enhanced. He said that after being declared a metropolitan city, a number of developmental works have started in Panchkula. In this episode, this Vitt Bhawan is being built here.

CM changed the direction of development of the state: Rattan Lal Kataria

Ambala MP,  Sh. Rattan Lal Kataria said that Chief Minister, Sh. Manohar Lal has set new records by ensuring the overall development of the state in 7 years. Appreciating the financial management of the government, he said that in the past, the Union Finance Minister also appreciated the financial management of Haryana. It is a matter of pride that Prime Minister mentions the schemes of Haryana even in Parliament, he said. He added that Chief Minister, Sh. Manohar Lal has changed the direction of the development of the state.

Three-dimensional development taking place in State: TVSN Prasad

Additional Chief Secretary, Finance Department, Sh. TVSN Prasad said that the Chief Minister of Haryana is taking forward the development of the state in three dimensions. Inspired by Antyodaya, we are working to implement ‘public welfare schemes’. Simultaneously, we are moving in the direction of ‘creating a structural framework’ and bringing about ‘fundamental changes’. He said that these three dimensions are the vision of the Chief Minister. In this episode, the state’s Vitt Bhawan is being constructed. This building, which will be built at a cost of Rs. 80 crore, will have all the different branches of the Finance Department. He said that this green building will become an inspiration for others. The next vision of his department is to have a Vitt Bhawan in every district.
Police Commissioner Saurabh Singh, District Deputy Commissioner Mahavir Kaushik, Director of Finance Department Rajesh Gupta, and former MLA Smt. Latika Sharma were present on the occasion.
