The Deputy Chief Minister, who also holds the portfolio of Labour and Employment Department, chaired a meeting of senior officers of Labour Department here today and reviewed the process initiated under ‘The Haryana State Employment of Local Candidates Act, 2020’.
On this occasion, Principal Secretary to Chief Minister, Sh. V. Umashankar, Additional Chief Secretary, Haryana Labour Department, Sh. Raja Shekhar Vundru, Labour Commissioner, Sh. Pankaj Agarwal, OSD to Deputy Chief Minister, Sh. Kamlesh Bhadu and other senior officers were present.
Sh. Dushyant Chautala directed the officers to encourage the entrepreneurs to register themselves on the ‘Haryana Udyam Memorandum’ portal by January 15, 2022 and fill the details of their employees. He said that the main objective of the State Government is to provide employment to maximum youth of the State in government jobs as well as in private industries, companies, trusts, societies etc. He said that under the ‘The Haryana State Employment of Local Candidates Act, 2020’, 75 percent reservation will be provided to the youth of the State and it will increase employment opportunities at the local level.
He said that Skill Development Department, Industries Department, Higher Education Department, Technical Education Department will upgrade ITI, Polytechnic etc. with new technology so that the industries in the State could get trained skilled youth for employment.
The Deputy Chief Minister informed about ‘The Haryana State Employment of Local Candidates Act, 2020’ after the review meeting that this Act is applicable on private sector companies, societies, trusts, limited liability partnership firms, employers of partnership firms and anyone who employs ten or more persons on salary, wages or other remuneration for the purpose of manufacturing, carrying on business or rendering any service in Haryana. He said that it would be mandatory for all these employers to register all their employees drawing gross monthly salary or salary up to Rs. 30,000 on the designated portal available on the official website of Labour Department, Haryana. They will hire 75% (subject to condition) local candidates in all new recruitments for posts where the gross monthly salary or wages does not exceed Rs 30,000. Non-compliance of any provision of this Act is a punishable offence.
Sh. Dushyant Chautala said that the need of the hour is to create a conducive environment for industries, especially to create employment opportunities for the youth of the State, as well as to strike the right balance between the progress of industries and the economy.
