Haryana Nursing Welfare Association officials meet Health Minister, Anil Vij
Chandigarh, September 15- Haryana Nursing Welfare Association officials met Haryana Health Minister, Sh. Anil Vij today and thanked him for changing the designation of Staff Nurse, Nursing Sister and Matron.
It is noteworthy that according to the officials of the Nursing Welfare Association, now all the staff nurses working in state government hospitals have been changed to nursing officers on the lines of the central government. Similarly, Nursing Sister has been renamed as Senior Nursing Officer and Matron has been renamed as Chief Nursing Officer.
On this occasion, State President of Nursing Welfare Association, Smt. Sunita informed that at present about 2200 employees will be called by these new designations under the above mentioned posts and these include both male and female.

Chandigarh, September 15- Those who use unfair means in examinations for the recruitment for jobs of Board, Corporation and Autonomous Bodies under the Government of Haryana will not be spared. The state government has notified the ‘Haryana Public Examination (Prevention of Unfair Means) Act, 2021’.
Giving information in this regard, an official spokesperson said that according to the said Act, if any examinee contravenes or attempts or abets to contravene any of the provisions of this Act, he shall be liable to be punished with imprisonment for a term which may extend up to two years and a fine which may extend up to Rs. 5000.
Similarly, if any person obstructs or threatens any member of the inspection team, supervisory staff, examination authority, officer or person appointed by the examination authority for performing duty or from entering any examination centre, he shall be liable to be punished with imprisonment for a term which may extend up to two years and a fine which may extend up to Rs. 5000.
The spokesperson further stated that if any person entrusted with the duty to conduct public examination, contravenes or attempts or abets to contravene any of the provisions of this Act, he shall be liable to be punished with imprisonment for a term which may extend up to seven years and a fine which shall not be less than Rs. 1 lakh and more than Rs. 3 lakh.
He also stated that if any person in an organized crime in conspiracy with the examination authority or otherwise indulges or attempts to indulge in unfair means or contravenes or abets to contravene in any of the provisions of this Act, he shall be liable to be punished with imprisonment for a term which shall not be less than seven years and may extend up to 10 years and a fine which shall not be less than Rs. 10 lakh.

Chandigarh, September 15– Following the ideology of being ‘Self-Sufficient’ or ‘Atmanirbhar’, especially in terms of ‘availability of oxygen’, the Haryana Government stands tall as it has commissioned 90 per cent of the Pressure Swing Adsorption (PSA) Oxygen Plants allotted by Government of India.
Sharing information in this regard, an official spokesperson of the Health Department said that Haryana is leading in terms of oxygen and has commissioned 36 PSA Oxygen Plants of the 40 allotted to them which is about 90 per cent and it is listed in the Green zone by the Centre Government.
The spokesperson shared that the State Government, under the leadership of Chief Minister, Sh. Manohar Lal will be setting up such PSA Oxygen Plants at the CHC-level as well. He said with the availability of oxygen at health institutes becoming a necessity due to COVID pandemic, the Chief Minister has assured the PSA Oxygen Plants will be installed at CHC-level as per the allotment made by the Centre and the remaining will be fulfilled by the State. It is commendable that the State has set up 36 PSA Oxygen Plants within a span of nine months though in the month of January there was no such plant in the State. However, every Civil Hospital has one such plant presently.
The spokesperson elaborated that the Centre has divided the country into Red, Yellow and Green Zones which is directly proportional to the progress of the installation of PSA Plants. The states which have commissioned most of the Plants allotted are listed in the Green zone.
He shared that among other states and Union Territories in this zone are Chandigarh, Lakshadweep, Dadra and Nagar Haveli and Sikkim. While Chandigarh was allotted 4 PSA Oxygen Plants, Lakshawadeep was allotted 2, Dadra and Nagar Haveli was allotted 4 and Sikkim was allotted 4 such plants and have commissioned all the plants allotted.
Among other states and UTs are Goa (7 plants allotted) and Andhra Pradesh (28 plants allotted) of which both have commissioned 86 per cent of the PSA Oxygen Plants, followed by Punjab (41 plants allotted) having commissioned 85 per cent of the Plants, Manipur (16 plants allotted) 81 per cent commissioned, Gujarat (59 plants allotted) 78 per cent commissioned, Delhi (25 plants allotted) 76 per cent commissioned, Punducherry (8 plants allotted) and Jammu & Kashmir (32 plants allotted) of which both have commissioned 75 per cent of the plants.
He shared that in a meeting held digitally with the Central Government recently to monitor the status of installation of PSA Oxygen Plants allotted, the Centre had appreciated the efforts made the State Government which has been listed in the Green zone and has commissioned 90 per cent of the plants allotted.

Chandigarh, September 15– In order to improve nutrition level among children and women in the State, Haryana Minister of State for Women and Child Development, Smt. Kamlesh Dhanda has taken a new initiative to set up Poshan Vatika at every Anganwadi Centre across the State during the National Nutrition Month 2021.
Giving information in this regard today, Smt. Dhanda said that during the ‘Poshan Ke Liye Podhe’ programme, a special interaction has been organized by the Department of AYUSH to inform people about the benefits and importance of medicinal plants. She said that programmes are being run on ‘Yoga and Ayush’ theme to enhance nutritional level among the people.
Smt. Dhanda said that Regional Nutrition Kits are being distributed to the beneficiaries at Anganwadi Centres. She said that the rallies were conducted by the members of Anganwadi workers, Asha workers, ANM, Village Health, Sanitation and Nutrition committee (VHSNC), Gram Panchayat and Poshan Panchayat during the celebration of National Nutrition Month. Poshan Vatika saplings were planted by all the stakeholders on the land available at Anganwadi Centres, School premises, Gram Panchayats and other places.

Chandigarh, September 15- Haryana Government has released a fund of about Rs. 365 crore under the ‘District Plan Scheme’ for development works in the State for the year 2021-22. The funds will be allocated for drinking water, education, electricity, health and family welfare, irrigation, non-conventional energy sources, community buildings, bridges, roads, streets, sanitation and public health, sports, animal care, women and child development. Apart from above development services, funds will also be spent on horticulture works as well.
While giving information in this regard, Haryana Deputy Chief Minister, Sh. Dushyant Chautala said that the State Government will leave no stone unturned for public welfare. While employment opportunities are being generated for the youth by attracting investments, proper funds are being spent by the Government to strengthen the basic infrastructure in the State.
The Deputy Chief Minister, who also holds the portfolio of rural development, said that the progress of the State will be taken forward by maximum use of the funds under ‘District Plan Scheme’. He said that a total fund of Rs. 364.93 crore has been sanctioned for this scheme, out of which Rs.146.25 crore will be spent on the development of weaker sections like Scheduled Castes.
Sh. Dushyant Chautala informed that a total of Rs. 1624.25 lakh has been released for development works under ‘District Plan Scheme’ for Ambala district. Apart from this, Rs. 1629.74 Lakh for Bhiwani District, Rs.723.02 Lakh for Charkhi Dadri District, Rs.2605.1 Lakh for Faridabad District, Rs.1356.01 Lakh for Fatehabad District, Rs.2180.01 Lakh for Gurugram District, Rs.2510.38 Lakh for Hisar District, Rs.1379.62 lakh for Jhajjar district, Rs.1920.5 lakh for Jind district, Rs.1546.45 lakh for Kaithal district, Rs.2166.9 lakh for Karnal district, Rs.1388.61 lakh for Kurukshetra district, Rs.1327.34 lakh for Mahendragarh district, Rs 1567.98 lakh for Nuh district, Rs 1500.97 lakh for Palwal district, Rs. 807.98 lakh for Panchkula district, Rs. 1735.22 lakh for Panipat district, Rs. 1296.02 lakh for Rewari district, Rs. 1527.59 lakh for Rohtak district, Rs. 1864.41 lakh for Sirsa district, Rs. 2087.27 lakh for Sonipat district and Rs. 1747.84 lakh for Yamunanagar district has been sanctioned for local development.
The Deputy Chief Minister said that the money of this ‘District Plan Scheme’ can also be spent as per rules on small problems which are usually raised by the district residents in the District Grievance Redressal Committee before the Chairman of the committee. He said that the State Government would spend the funds of ‘District Plan Scheme’ on the works of tube wells, water tanks, piped drinking water supply etc. in the State so that facilities could be made available as per the need of the people. Apart from this, expansion of buildings, new rooms, halls, kitchens etc. can be done in Government Educational Institutions from this fund. Small projects can be set up for works related to electricity such as street light.
Sh. Dushyant Chautala further informed that under this scheme, construction works will be done by the State Government for the building and walls of hospitals, CHCs, PHCs, family welfare centers and ANM centres, parking-sheds for patients etc. Not only this, the funds of ‘District Plan Scheme’ can also be used for public irrigation facilities, flood control management, public lift irrigation projects, facilities for recharging the water used for the public.
He informed that Panchayat-Ghar, Choupal, Community Centre, Public-Library, Bus Q-Shelter, Public Park, Link Road, sign-boards in towns and cities, drains, gutters, stadiums for sports, development and beautification of courts, buildings for sports activities, multi-gyms, veterinary hospitals for animal care, animal sheds, creche buildings for children, Anganwadi buildings and public parks built on Government and Panchayat lands can be made by utilizing these funds.
The Deputy Chief Minister said that the State Government is committed to all-round development of the State. While provision is being made in the budget by the Government for various big projects, local development works are being done as per the requirement under the ‘District Plan Scheme’.

Chandigarh, September 15: Haryana Chief Minister, Sh. Manohar Lal said that Parivar Pehchan Patra (PPP) is an ambitious scheme of the State Government, which aims to ensure the benefit of all the government welfare schemes and services to the eligible families.
He said that this flagship scheme of the State Government has been launched in the spirit of Antyodaya. Therefore all Heads of Departments should ensure to link the schemes and services of their respective departments with PPP by November 1, 2021.
The Chief Minister said this while presiding over the meeting of the concerned Heads of Departments here today.
Sh. Manohar Lal said that Haryana is the first state in the country to make such a scheme for making Parivar Pehechan Patra of each family. So far, this scheme has neither been started in the country nor abroad. This is the flagship scheme of the government to ensure that government can reach out to those eligible families who are entitled to get the benefits of the government scheme and have not availed them yet.
Immediate benefits are given on admission as soon as PPP is implemented
Referring to the benefits of the Parivar Pehchan Patra scheme, Chief Minister said that the immediate benefits of linking PPP in college admissions have been seen. The college principals themselves are appreciating this step.
Sh. Manohar Lal said that after linking PPP with admission, the automatic verification of student data was done. With this, the work that used to take 15 minutes is now completed in just 5 minutes and the students do not have to go here and there for their verification work.
Simplification of services in this IT era
Sh. Manohar Lal said that the present era is of Information Technology (IT). Services are being simplified with the use of IT. With the introduction of PPP, it will be easy to know who is eligible to take benefit of which scheme and who has not got the benefit of these schemes.
He said that many times people, who are not genuine beneficiaries, are found taking benefits of schemes . Besides this, many people are taking benefit of schemes many times over. Earlier there was no system to verify the beneficiaries, now there will be a complete transparency in the implementation of government schemes through PPP.
Benefit of schemes to be made available through smartcard
Chief Minister said that now the benefits of government schemes will also be available through smart cards. Smartcard will be linked with PPP. Initially, Ayushman Bharat, Public Ration Distribution System, Mukhyamantri Parivar Samridhi Yojana and Pension Scheme are being linked with smart cards.
Haryana Volunteer Programme to be launched
The Chief Minister said that people working voluntarily would be added under the Haryana Volunteer Programme. There are many tasks for the government, in such a situation, services of volunteers including youth, retired employees, would be taken in the field of education, skill development, sports, agriculture etc.
He said that no programme or scheme is successful without the participation of the society, through NGOs and volunteers, etc the results of programmes are fruitful. He said that this Samarpan Yojana would be launched on the birth anniversary of Pandit Deendayal Upadhyay.
During the meeting, a PPT related to the Engineering Works Portal prepared as per the directions of the Chief Minister was also shown. Under this all the work related to the registration of the contractor, his performance, online works allotment, time-bound passing will be done transparently.

Chandigarh, September 15: Haryana Government through Medical Education and Research Department has started the service of USG Thorax at BPS GMC (W) Khanpur Kalan, Sonipat under the able guidance of Dr. Anand Agrawal, MD in the Department of Respiratory Medicine. BPS GMC (W) College is a state of art institution located in District Sonipat.
Sharing more details in this regard, an official spokesperson of Medical Education and Research Department said that the State Government is committed to provide tertiary level care facilities across the state and also in rural areas. It has been learnt from the past experience that for treatment whenever a family goes to city the cost of treatment is too much and often families ends up in debt trap.
He said that with such facilities in the Government Medical Colleges anyone can avail the facility and that too without any cost. All treatment in medical colleges is provided free and closer to home also. The commitment of the state government is reflected with the continuous efforts of MER Department to expand the infrastructure in medical colleges.
The spokesperson said that the liquid medical oxygen tanks with 10KL capacity each are also being provided in each medical college. The current modality through Ultra Sonography provides the treatment for many lung diseases such as fluid collection in the lungs, Acute Respiratory Distress Syndrome (ARDS). The modality is very precise in finding out the disease and provides the treatment on the bed side itself, he added.

Chandigarh, September 15– Haryana Health Department’s survey regarding the suspected fever outbreak at Village Chilli and Chilla, SC-Gohpur PHC Uttawar, CHC-Hathin, District Palwal reveals that out of the seven deaths, two deaths were reported to be of children below 5 years of age and five deaths were of children above 5 years of age.
It came to light during the investigations being conducted that the prima facie, probable cause of outbreak could be the unhygienic conditions and illegal drinking water pipe connections that led to contamination of drinking water, however, the final cause of deaths among these children can only be commented upon after completion of Epidemiological Investigation.
Sharing more information in this regard Additional Chief Secretary of the Health Department, Sh. Rajeev Arora said that information regarding suspected fever deaths among children in village Chilli and Chilla District Palwal was received by the District Health Authorities, Palwal and in order to assess the ground situation, District Rapid Response Team was activated by Civil Surgeon, Palwal and sent to the area affected. An Epidemiological investigation was ordered in coordination with WHO representative, he added. Sh. Arora elaborated that the population of the affected villages Chilli & Chilla is 2947 & 763 with total of 186 & 72 households respectively. This outbreak started on September 9, 2021.
Divulging more details he said that the Rapid Response Team visited the affected area on September 12, 2021 to investigate the outbreak and household survey was done wherever deaths were reported. Furthermore, as per ongoing Epidemiological Investigation, House to House active case search for fever cases is being done by the Health Teams and total 1089 houses have been visited and checked till yesterday.
Sharing more details, Sh. Rajeev Arora said that as per ongoing Epidemiological Investigation, House to House active case search for fever cases is being done by the Health Teams. Besides this, all antilarval activities like fogging, water bodies checking etc. are ongoing in the affected area.
Meanwhile, as per the laboratory findings of the area there are all negative reports of 175 Malaria Blood Slides, negative reports of 250 RDT Malaria test reports, non-reactive 12 Dengue ELISA samples, negative reports of 64 RTPCR COVID-19 tests and negative reports of 50 COVID-19 Antigen test.
Elaborating on the probable reason for the outbreak he said that the officials found a leakage in the pipeline of drinking water and Public Health officers have been instructed to repair it at the earliest.
Temporary medical camp has been set up in the area & cases are being treated symptomatically and referred as per the severity.
He specified that the final cause of deaths among these children can only be commented upon after completion of Epidemiological Investigation but prima facie, the Probable Cause of Outbreak could be the unhygienic conditions and illegal drinking water pipe connections that led to contamination of drinking water. Some deaths may be due to pneumonia and gastroenteritis as per records of Nalhad Medical Collage.
Health Department is putting all possible efforts to control the situation in the affected area and as on date the situation is under control. We are keeping a strict vigil on the situation, added Sh. Arora.

Chandigarh, September 15: Haryana Government is running the ‘Haryana Divyang Persons Pension Scheme’ to provide social security to disabled persons and to make them self-reliant and empowered.
The aim of the scheme being run by the Social Justice and Empowerment Department is to provide social security to Disabled persons who are unable to sustain themselves with their own resources and are in need of financial assistance from the State.
At present, financial assistance of upto Rs. 2500 is being given as a monthly pension by the state government to the disabled persons as per the eligibility criteria mentioned in the rules of the scheme.
Who is eligible for the said scheme
Under this scheme, the individual of age 18 years and above who is a Domicile of Haryana and has been residing in Haryana for the last 3 years at the time of submission of application is eligible. Self income of the person from all sources should not exceed the minimum wages of unskilled labour as notified by the Labour Department.
Under this scheme, persons with a minimum of 60 per cent blindness, low vision, leprosy (cured persons), hearing impairment, locomotor disability, mental retardation and persons with mental illness are eligible. To get the benefits of this scheme, a minimum 60 per cent disability certificate is mandatory.
Who cannot apply for this scheme
Divyang, who are getting the benefit of old age pension scheme or widow pension scheme, such disabled people who are working on any government post or who have three-wheelers or four-wheelers can not take advantage of this scheme.
Application Process
To take advantage of Haryana Divyang Pension Yojana, applicants can apply by visiting E-Disha Center and Atal Seva Kendra. Under this scheme, the eligible beneficiaries are added every month.
