Chandigarh, November 23 – Haryana Chief Minister, Sh. Manohar Lal said that to ensure good and effective governance, the State should focus on imparting such trainings to officers and employees so as to imbibe strong moral values in them and to ensure that they are accountable. This will also assure that they are groomed into good human beings besides being a good officer.
Such training programmes will develop their functioning significantly and they will also excel in the work assigned to them for the welfare of the public. Haryana Institute of Public Administration (HIPA) should prepare an outline for it and ensure that it is implemented in a planned manner.
The Chief Minister was presiding over the meeting of the General Body of Haryana Institute of Public Administration (HIPA) at Haryana Niwas today. He said that HIPA should organise training programmes in coordination with all the training centres related to various departments, institutions and other private sectors and record of all this should also be maintained. The training-related topics should also be updated as per the need of the hour.
Chief Minister, Sh. Manohar Lal said that the concerned department should upload complete details on the HRMS portal with regard to training of officers and employees so as to keep a track of the training received by them which will help in deciding in training to be imparted to them in future. If some officers and employees have an expertise in any subject, then other employees can be benefitted from it. He said that the State Government is working to ensure that Departments are able to provide benefits of the various public welfare works to people, thus, a transparent and seamless environment is being created in the departments. With such a change, the working efficiency of the officers and employees will be enhanced, which will directly benefit the public. On this occasion, the Chief Minister also launched the booklet ‘Exploring Opportunities in Adversity’ published by HIPA. The booklet is about the circumstances of Covid-19 and lockdown.
Earlier, Chief Secretary, Sh. Vijai Vardhan informed about the infrastructural development of HIPA, training programmes are being conducted through HIPA under the State Training Policy. He informed that training programmes are being run regularly by HIPA. In the year 2020-21, 18,800 training programmes were conducted by HIPA. Besides this, study was conducted in relation to the flagship schemes of the government and according to the views received from the experts necessary changes were made. After this, the implementation of these schemes was made more transparent so as to strengthen the confidence of the citizens towards the government machinery,
HIPA Director-General, Surina Rajan also presented a detailed presentation about the training programmes and studies etc.
Chief Principal Secretary to Chief Minister Sh. D.S. Dhesi, Additional Chief Secretary, Sh Sanjeev Kaushal, Additional Chief Secretary, Sh. TVSN Prasad, Additional Chief Secretary, Sh. Alok Nigam, Additional Chief Secretary, Sh. Devender Singh, Principal Secretary to Chief Minister, Sh. V. Umashankar and other senior officers were present in the meeting.
