Chandigarh, February 16 – The Human Resource Department set up by the Haryana Government has laid down norms and standards for recruitment, regulation of service conditions/transfer, deputation of personnel, implementation of Haryana State Training Policy 2020, ensuring integrated administrative control over all employees of Group A, B, C and D, including HCS, eliminating corruption and bringing in transparency in services and recruitment through Common Eligibility Test. The Department’s office will soon be ready in Sector-17, Chandigarh, which was inspected by Chief Secretary Sh. Sanjeev Kaushal today. He also gave necessary instructions to the officers concerned during the inspection.

Sh. Kaushal said that all the works should be completed in a time bound manner so that there is no problem of any kind.  He also gave necessary guidelines to the officers present for smooth functioning of the office.

During the inspection, the Chief Secretary directed the XEN of PWD to get various repair works done in the office in the next one or two days.

The Chief Secretary said that for the convenience of the people coming to the department, a board with the name of the department and the nameplate of employee and officer should also be installed outside every room so that no one faces any problem.

On this occasion, Sh. Kaushal was apprised by the officials that various branches are being created in the department, including Common Service-1 Branch, Common Service-2 Branch, Common Service-3 Branch, Common Cadre-1 Branch and Common Cadre- 2 branch. He said that if there are more employees and officers in the department and this space is falling short, then an exercise to take the space adjoining this place should be started.

Chief Secretary was informed that regulation of service conditions of all government posts, HRMS, HPSC/HSSC, policy regarding CET, training policies, state level training of government employees, training institutes, policy regarding temporary and contractual services, online Transfer policies, ex-gratia policy, service rules, policies to maintain the integrity of public services and eradication of corruption, removal of employees on grounds of inefficiency and corruption and reorganization of departments at regular intervals will be the domain of HR department.

On this occasion Principal Secretary, General Administration Department, Sh. Vijayendra Kumar, Commissioner and Secretary, Administrative Reforms Department, Sh. Pankaj Agarwal and Special Secretary, Human Resources Department, Sh. Chander Shekhar Khare and other senior officers were present.
