- Chandigarh, February 24: The Municipal Corporation, Panchkula has constituted a Monitoring and Implementation Committee for the effective implementation of comprehensive scheme for the management of stray dogs, control rabies and stray dog population in the Corporation area of Panchkula under the ambit of law (Prevention of Cruelty to Animals Act, 1960, under ABC Rules 2001, and directions of Supreme Court of India, guidelines of Animal Welfare Board of India) with humane approach.
- While giving this information here today, Commissioner, Municipal Corporation, Panchkula Mr R.K Singh, IAS said that Commissioner, Municipal Corporation, Panchkula is the Ex-Officio Chairman of the Committee.
- He said that Monitoring and Implementation Committee has been constituted in order to give true and real effect in the light of guidelines/directions of AWBI, Supreme Court of India, High Courts and Centre and State Governments from time to time.
- Mr Singh said that to achieve the objective of the scheme, the Municipal Corporation, Panchkula has set up a Dog Care, Hospital, Hostel, Adoption and Rehabilitation Centre at Sukhdarshanpur in the Municipal Corporation area for the purpose of providing the facility of treatment of dogs and sterilization of dogs within the framework of law.
- He said that the Monitoring and Implementation Committee would issue instructions for the catching, transportation, sheltering, sterilization, vaccination, treatment and release of sterilized/vaccinated and treated dogs to their original habitat. The Committee would also seek the co-operation of Animal Welfare Organizations and NGOs. Apart from this, it would also create public awareness and solicit co-operation.
- Mr Singh said that the Committee would keep a watch on the national and international developments in the field of research etc pertaining to stray dogs control and management, development of vaccines and cost effective methods of sterilization, vaccination etc. Besides, it would also provide guidelines to pet dog owners and commercial breeders from time to time. He made it clear that cruelty against stray dogs shall not be tolerated at any cost.
