Chandigarh, February 11: To achieve  ‘Good Governance’, it is important to reach the last mile person and transformation in schemes and services are crucial to fulfilling the ‘New Haryana’ vision of Chief Minister Sh. Manohar.

With this vision, the Chief Minister’s Good Governance Associates (CMGGA) programme has been delivering fruitful results on ground for five years.

Currently running in its sixth year, CMGGAs brought to light challenges faced by the citizens, recommendations to address the issues, and measures to tweak processes for tangible outcomes.

For the past six months, CMGGAs worked rigorously on some major flagships programs of Haryana. They interacted with citizens, examined the hardships, and made recommendations. These recommendations in the identified development areas were presented to Sh. Manohar Lal in a day-long meeting on Thursday at Haryana Civil Secretariat, Chandigarh.

To deep dive into the issues, senior bureaucrats from relevant departments were also present in the interaction. The interaction started with updates on multiple flagship initiatives across service delivery such as Mukhya Mantri Antyodaya Parivar Uthhan Yojna, education initiatives like Model Sanskriti School, Super 100, and technology in governance initiatives such as Meri Fasal Mera Byora, Gram Darshan, and JanSahayak where Associates presented their insights and challenges examined from the ground.

The meeting was also attended by Ashoka University leadership Sh. Pramath Raj Sinha, Trustee and  co-Founder, and Sh. Rajesh Garodia, Professor, Vice Chancellor  and other officers of the State and CMGGA programme donors.

The Chief Minister  took interest in the recommendations provided by the Associates across different flagship schemes of the Government of Haryana and provided his guidance to work on structural issues like analysis of different scheme delivery schemes and other priority projects including agriculture, education, and service delivery.

He also directed  the Departments to incorporate the suggestions in the schemes and projects to make it more robust so that there is no stone left unturned to reach the last mile. The interaction was fruitful in driving major decisions with respect to the required modifications for resolving the issues arising in the state that will benefit the citizens at large.

The Chief Minister expressed his appreciation for CMGGAs’ work on these projects and encouraged them to work in top gear on initiatives like Ease of Living Index and Technological interventions across multiple initiatives.

“The CMGGA model has emerged as a unique, successful programme in the country, and Haryana has benefited because of this collaboration. Our goal is to ensure service to every citizen in Haryana, even down to the last person (Antyodaya). It’s great to see how we have created, sustained, and institutionalised programmes to achieve our goal,” added the Chief Minister.

Progress across the government’s flagship schemes for citizens was also brought to light. Themes like education, agriculture, welfare schemes delivery and social security were intensively discussed. For instance, in ‘Meri Fasal Mera Byora’, associates facilitated village camps, extensive IEC, addressed the challenges, and helped in grievance redressal under the guidance of their Deputy Commissioners.

These activities have bought a slight increase in the registration of land on the MFMB portal with 60 percent  registrations in Haryana. Also, about 89 percent  of accepted grievances have been resolved with the push of review and monitoring through District Administration with the help of Associates.

In employability, Associates interacted with citizens, examined the existing platforms, and analyzed the data thoroughly. It is found that multiple platforms are creating fuzz and confusion among citizens leading to under utilisation of the initiative. Associates recommended a one-stop platform for job opportunities, self-employment, and career guidance and counseling.

A strategic collaboration between the Government of Haryana and Ashoka University  will ensure proper information flow and one platform for multiple schemes and services. Hon’ble CM has backed the concept and soon it will be implemented.

Additional Principal Secretary to Chief Minister and Project Director, CMGGA, Dr. Amit Agrawal  also provided his inputs and guidance and encouraged the Associates to work on full silos on the decisions made in the meeting.

“The Associates have done a commendable job in understanding the government machinery and have focused their efforts on how we can reach every citizen of Haryana. I am confident that their insights will bring tangible outcomes on the ground,” said Dr. Amit Agrawal.

The CMGGA programme is the first experience for young professionals to work with government officers and observe bureaucracy. This programme brings together the State Government, Academia, and Corporates to create a sustainable impact.

About the CMGGA Programme

The CMGGA programme is a strategic collaboration between Ashoka University and Government of Haryana since 2016 to leverage the energy, creativity and skill of the youth to work on state priorities and push good governance. Every year, the 24 selected candidates are placed across 22 districts of Haryana and work directly with the Deputy Commissioners and district administration to streamline the system and provide innovative solutions to revamp existing structures for increased productivity and enhanced citizen delivery.
