Assured to give full cooperation to Haryana in NCR planning

Chandigarh, February 25- To promote planned urbanization in Haryana, a two-day Urban Development Conclave was inaugurated by Haryana Chief Secretary, Sh. Sanjeev Kaushal on Friday in Gurugram.

Sh. Sanjeev Kaushal said that Haryana Government is working on a mechanism to assure allottees about the quality of construction. He said that we are living in the era of regulation in which NGT, Supreme Court, RERA etc have given many provisions on subjects like environment, and urban development. He said that Gurugram and Faridabad are important cities falling in NCR of Haryana State, in which the issues of urbanization need to be resolved. He said that the issues related to urbanization in which apart from ensuring the quality of construction, electricity, drinking water supply, and transportation are important. We also have to keep in mind whether the NCR region is developing as per the expectations of the people or not and what further steps we need to take for the satisfaction of the general public.

The Chief Secretary said that sometimes the construction work is also interrupted which affects both the allottees and the developer. He hoped that in this conclave all such topics would be discussed positively and their solution would be found.

Presiding over the inaugural session of the conclave, Secretary, Ministry of Housing and Urban Affairs, Government of India, Sh. Manoj Joshi, said that the agenda of the conclave is very comprehensive, covering all aspects of urbanization. He said that it is the dream of Prime Minister, Sh. Narendra Modi that every family should have a roof over their head. The Prime Minister believes that urbanization will accelerate the development of the country in the coming 20 years. He expressed concern over the unplanned urbanization in small towns.

Sh. Joshi said that there is a need to interconnect the means of transport in Delhi NCR. Similarly, we also need to plan on drinking water. Sh. Joshi said that there is a lack of capacity in the government sector in urban planning. Capacity is available in abundance in the private sector, which we can use to provide better facilities to the citizens. Along with this, Sh. Joshi also said that there is a good system of town planning in Haryana. Sh. Joshi assured that full cooperation will be given for the betterment of Haryana in NCR planning. Along with this, he also said that employment generation should also be included in urban planning. He said that organized employment generation has been happening in Gurugram and we need to take it forward.

Focus should be on allottees in urbanization- Chairman, RERA Panchkula, Sh. Rajan Gupta

Chairman, RERA Panchkula, Sh. Rajan Gupta said that urbanization in Haryana is about 35 percent and at the national level this figure is about 32 percent. He said that the urbanization sector is under pressure today and it is necessary to identify the reasons behind it and find a solution. He said that the process of urbanization has changed since the beginning of economic reforms. He also mentioned the challenges being faced by RERA and said that the present law is silent in the matter of regulating the safety norms, hence there is a need to make new legal provisions.

Town and Country Planning will give approval in a time bound manner by adopting digital methods – Additional Chief Secretary, Town and Country Planning, Sh. Devender Singh

Giving a detailed presentation, Additional Chief Secretary, Town and Country Planning Department, Sh. Devender Singh informed about various aspects of urban development in Haryana. He said that after the Covid Pandemic, now real estate and urbanization are again on the path of growth. He said that Gurugram has the highest number of new launches of real estate in NCR, which is 51 percent of the entire NCR region. He said that so far 2,072 licenses for 39,765 acres of land have been given in Haryana. Of these, 609 licenses have been given for 8,280 acres for group housing, in which 3,34,244 units or plots have been developed or are being developed. Apart from these, 502 residential plotted colony licenses have been given for 23,039 acres in which there are 1,80,801 units or plots. Industrial and IT have also been given 92 licenses for 2,949 acres. He said that the conclave would consider simplifying the procedures of the Town and Country Planning Department. He said that the department will give approval in a time bound manner by adopting digital methods.

Shrikant Bali, Chairperson, Jharkhand RERA, Ms. Seema Sinha, Chairman, NAREDCO Haryana, Sh. Parveen Jain, Secretary, CREDAI Haryana, Sh. Manish Agarwal and many other dignitaries were present.
