Action will be taken against officers responsible for delay in developmental projects: CM

Top priority must be given to the announcements made by the Chief Minister besides starting work on the projects for which foundation stones have been laid without any delay.  Chief Minister Jai Ram Thakur stated this while presiding over the evening session of MLAs’ priority meeting for the Budget 2021-22 with the MLAs of Mandi, Kullu and Bilaspur districts here today. He said that strict action would be taken against the officers responsible for the delay.

Chief Minister said the MLAs priority meeting aims at providing an opportunity to the MLAs to prioritize their developmental priorities of their respective areas. He said that the present State Government has ensured that the Corona pandemic does not affect the pace of development. He had himself laid foundation stones and inaugurated developmental projects worth Rs. 3500 crore virtually during the period of corona pandemic. He also thanked the MLAs for their active cooperation to tackle the pandemic. He said that the State Government also decided to release Rs. 50 lakh from the MLA Fund so that the MLAs could ensure development of their areas.

Jai Ram Thakur thanked the people of the State for their wholehearted support to the present State Government by ensuring victory of BJP supported candidates in elections to Panchayati Raj Institutions and Urban Local Bodies. He said that under the Himachal Grihini Suvidha Yojana, all the eligible families were provided free gas connections, which, which ensured that Himachal Pradesh becomes a first smoke free state of the country where every household had been provided with gas connection.  He said that the State Government has started Him Care Scheme under which 4.63 lakh families got registered and till date 1.25 lakh families have been provided financial assistance of Rs. 121 crore.

Chief Minister said that all the MLAs must come up with suggestions which could be incorporated in the State Budget for the year 2021-22 so as to ensure development of every area of the State and welfare of every section of the society. He said that the officers must ensure to sanction the MLA priorities firstly through the projects announced in the Annual Budget of Union Government for the year 2021-22. This would ensure that maximum benefits of the new schemes announced in the Union Budget.

Jai Ram Thakur said that the State Government would ensure topmost preference to the MLAs’ priorities and would ensure timebound completion of the DPRs.

Chief Minister said that officers must take all the suggestions made by the MLAs seriously. He said that the officers must also get first hand information regarding on going projects by ensuring maximum field visits. He said that officers must seriously take up the work assigned to them for development of the State.

District Mandi:

MLA Karsog Hira Lal thanked the Chief Minister for ensuring balanced and alround development of the State during the last three years. He urged the Chief Minister for early completion of roads being executed under the PMGSY in the constituency. He also urged for early starting the Behana Water Supply Scheme and also requested for early completion of various water supply schemes in the area.

MLA Sundernagar Rakesh Jamwal urged the Chief Minister for providing better water supply schemes for the backward panchayats of the constituency. He said that one Jal Shakti Sub Division be provided at Kangu and work of building in Dehar Degree College must be expedited. He also urged for opening Atal Adarsh Vidyalaya in the constituency and also ensure adequate availability of staff in the Civil Hospital at Sundernagar.

MLA Nachan Vinod Kumar said that due to the delay in FRA and FCA, several projects were resulting in delay in the constituency. He said that a few major roads in his constituency should be upgraded and improved to benefit the people of the area. He said that Rs. 36 crore has been spent under the Jal Jeevan Mission for the constituency. He said that steps must the initiated to provide better drinking water facilities in the remote panchayats of the area.

MLA Drang Jawahar Thakur urged for better maintenance of roads in his constituency. He said that two major roads of the area were delayed due to FCA which should be sought at the earliest. He said that fitness certificates for rural roads must be sought at the earliest and rural youth motivated to ply tempo travellers on these roads. He also suggested for adopting Cluster Approach under the Khet Sanrakshan Yojna. He also urged for upgradation of Tehri to Banjar road.

MLA Jogindernagar Prakash Rana thanked the Chief Minister for opening IPH Division at Chauntra and ITI in the constituency. He said that two roads have been sanctioned under NABARD and two new roads have been posed for NABARD funding.

MLA Mandi Anil Sharma urged for planned and systemic development of Mandi town. He said that work has been delayed in few schools nearing completion due to non-availability of funds. He said that planned development must be ensured while implementing various projects and schemes so that desired results could be achieved.

MLA Balh Inder Singh Gandhi said that Kalkhar-Ner Chowk road needed to be widened to facilitate the people of the area. He said that proper augmentation and improvement of Kuhals must be done to provide better irrigation facilities to the farmers of the constituency. He said that building of ITI at Balh need to be constructed at the earliest.

MLA Sarkaghat Col Inder Singh said that work was in progress on 29 road projects under the PMGSY. He said that bridge over Jamorthi Khad need to started soon. He said that Rs. 3 crore liability of Degree College Baldwara must be cleared. He said that Polytechnic College must be opened in the constituency besides starting science classes in Degree College Baldwara.

District Kullu:

MLA Kullu Sunder Singh Thakur urged for upgradation of Bhuntar-Manikaran road keeping in view the heavy load of traffic. He also felt the need to improve Kullu-Ramshila-Bijli Mahadev road. He also felt the need for evolving a mechanism for expediting FRA and FCA cases. He also urged for filling up of vacant posts of specialists in Kullu Hospital.

MLA Banjar Surender Shourie thanked the Chief Minister for sanctioning Rs. 7.34 crore for Banjar bye pass. He said that onetime settlement of about 500 families displaced due to two power projects must be ensured. He said that adequate posts of doctors in Civil Hospital Banjar must be filled up on priority.

MLA Ani Kishori Lal said that Rs. 180 crore was being spent under various components under the Public Works Department. He said that additional budget be provided to construction and maintenance of roads and bridges in the area. He said that steps must be taken to solve the water supply issues in Nirmand area of the constituency. He said that Bagasaran area must developed from tourism point of view and possibilities be explored to setup ropeway to Srikhand Mahadev.

District Bilaspur:

MLA Jhandutta J.R. Katwal said that posts of doctors in the health institutions in the constituency should be filled up on priority. He said that ambulances must also be provided to a few heath institutions on the State. He said that a sub division of Jal Shakti at Talai be created to facilitate the people of the area. He also urged a division of HPSEB Ltd in the constituency.

MLA Bilaspur Sadar Subhash Thakur thanked the Chief Minister for solving the water crisis of the people of his constituency. He said that work on Hydro Engineering College was going on full swing and classes would start from July this year. He also urged the Chief Minister for opening two ITIs in the constituency. He said that ambulance be provided in the district hospital Bilaspur. He urged to take up the matter of setting up the Centre of India Maritime at Govindsagar.

MLA Sri Naina Devi ji Ram Lal Thakur said that proper and judicious use of water resources must be ensured so that it does not have adverse impact on the ground water. He said that efforts must be made to lift water from bigger rivers in the State. He said that stress should also be laid on promoting solar energy in the State as this was also environment friendly. He said that adequate funds must be provided to time bound completion of various projects in the constituency. He said that proper planning was required for providing better connectivity in the area. He said that adequate staff be provided in health institutions in the State.

Additional Chief Secretary Finance Prabodh Saxena welcomed the Chief Minister and other dignitaries present on the occasion.

Advisor Planning Dr. Basu Sood made a presentation regarding process of online registration by the MLAs of their priorities.

Education Minister Govind Singh Thakur, Deputy Chairman State Planning Board Ramesh Dhawala, Chief Secretary Anil Khachi, Additional Chief Secretaries, Principal Secretaries, Secretaries, Heads of Departments were present in the meeting, whereas as the Deputy Commissioners joined the meeting through video conference from their respective districts.
