Chairman of the Himachal Pradesh Public Service Commission Major General (Retd) Dharamvir Singh Rana said that the Commission has earned many achievements during the last four years. The online examination process has been effectively implemented and there has been transparency and acceleration in the recruitment examinations being conducted by the Commission.
While addressing a press conference here today, he said that the commission has taken a historic decision of abolishing the selection process based on personal interview only. A special change has been done in the selection process and now 65 percent marks obtained in the sorting examination for the final selection would be on the basis of the subject of the post and preference has been given to 35 percent marks obtained in personal interview. This has been made mandatory so that the criteria of fairness and merit in the selection of the candidate could be established.
He said that online examination system has also been effectively implemented due to which the selection process has been intensified. On an average 374 recruitments were done in past four years from 2012 to 2016, whereas after 2017 it has intensified. In the year 2017 there were 754 recruitments, 1174 in 2018 and 1892 recruitments in year 2019 while 850 recruitments were made in year 2020 during the corona crisis.
He said that as a result of development in the field of information and communication technology, a lot of efforts have been made by the Commission to conduct online examinations. At present, facilitation centers have been established for conducting online examinations in every district of the state.
DVS Rana said the commission has adopted one time registration facility (OTR) and the candidate just need to register them only once and they could apply for different posts advertised by the commission from time to time. There is no need to go through the registration process again and again.
He said the candidates can see their answer booklets online within 30 minutes of the conclusion of the examination. The examination building of the commission on has been converted into a very modern computer lab where 350 candidates can take the online and offline examination at one time.
He said that the Commission has also established a question paper printing system in its premises, through which the question papers and answer sheets of various examinations were printed in the commission office at a low cost and in a short time. Apart from this, the evaluation of answer sheets is also done in the premises of the commission itself.
He said that with the aegis of the Government of India, the e-governance project for automation through information and communication technology has been started for the entire functioning of the Commission office and for the implementation of various activities. Demand letters for recruitment procedures, conduction of online examinations, review of answer sheets of the candidates, disposal of cases related to promotions of various departments and execution of many important functions of the Commission are being ensured. The Commission has also been awarded by the Open Group for doing remarkable work in this field. The award was given at a conference held in Bangalore on February 22nd, 2018 for promotion of the use of information technology in the Global Adolescent Open Group Jin.
The Chairman said the commission has also launched a mobile application on Android and IOS for the convenience of the candidates. The entire campus is being monitored through CCTV cameras and a new interactive website has also been launched to speed up the recruitment process.
