Orders simplification, re-engineering services; forms panel to finalise, implement reforms in citizen services

CHANDIGARH, JUNE 9

In order to provide citizen services to the residents in a time bound and hassle-free manner with minimum requirement for office visits, the Punjab Government on Wednesday decided to launch 192 more public delivery services of 7 departments from the sewa kendras in the state.

A decision to this effect was taken at a high-level meeting, chaired by the Chief Secretary, Ms Vini Mahajan, here.

Reviewing the progress of the ongoing governance reforms in the state, the Chief Secretary directed the Governance Reforms and Public Grievances department to simplify and re-engineer these services before their launch from sewa kendras for the convenience of the citizens.

Ms Mahajan directed the department to launch the services in the most simplified and time bound manner while ensuring least citizen trips to the government offices.

In a presentation, the ACS (Governance Reforms), Anirudh Tewari, submitted that around 10 lakh citizens visit sewa kendras every month for availing citizen services and the pendency of citizen services was below 0.5 per cent across the districts.

Notably, citizen services like fard, saanjh kendras services pertaining to the police department, Ayushman Bharat cards, and e-court fee have already been launched successfully from the sewa kendras, which have turned out to be the efficient channel for time bound citizen service delivery as per the government’s vision.

Giving a nod to finalise the plan to launch 192 more citizen services from sewa kendras, the Chief Secretary directed the Governance Reforms department to hold meetings with the concerned departments to finalise the modalities for the launch of these services.

She stressed the need to simplify, re-engineer, standardise and improve the backend processes, like application forms, workflows, and output certificates for the convenience of the beneficiaries.

The ACS (GR) also presented in detail the government process of re-engineering the recommendations of various citizen services like issuance of certificates including residence, income, area certificates, marriage certificates, and registration of societies.

The recommendations focus on simplification of application forms, reduction in number of documents to be asked for application processing, cutting short the workflow steps, standardisation of output certificates, reduction in citizen trips and other transformational reforms.

To finalise the government process of re-engineering recommendation, IT enablement and final implementation, a committee was constituted under the Additional Chief Secretary, Governance Reforms, with members from General Administration, Revenue and Governance Reforms departments. The committee will focus on improving public service delivery from sewa kendras and also on public service delivery reforms.

The meeting was attended by Principal Secretary General Administration VP Singh, Director Governance Reforms Parminder Pal Singh, state nodal officer Government Process Re-engineering Manpreet Singh, and state nodal officer sewa kendras project Vinesh Gautam.
