In a Tweet Sh. Manoj Parida, Said  Entire Chandigarh is now a Red zone and entire Chd is under single containment pocket.

MHA has decided what can be allowed within the red zone in the non-containment area.

Only if the Administration decides to redraw/restrict containment area, some exemptions will flow.
