Why Did the Haryana Government Award ₹10 Lakh?

The state government approved the compensation as a one-time humanitarian measure. Officials said the money would cover the cost of a high-quality prosthetic arm and help the teenager rebuild his life.

Under Haryana’s victim compensation scheme, such cases usually qualify for ₹2 lakh. However, the government increased the amount to ₹10 lakh after considering the victim’s permanent disability and the exceptional circumstances of the case.

How Did the Incident Happen?

The victim, a teenager from Bihar’s Kishanganj district, allegedly came to Haryana in search of work. Investigators claim that a dairy owner kept him in bonded labour for nearly two months.

During this period, his left arm reportedly became trapped in a fodder-cutting machine. Instead of taking him for proper medical treatment, the accused allegedly cut the remaining injured portion of the arm and later abandoned the boy near the Haryana border.

Haryana Human Rights Commission’s Observations

The Haryana Human Rights Commission took suo motu notice of the case after media reports highlighted the teenager’s condition.

The commission observed that the victim suffered permanent physical disability and severe mental trauma. It recommended ₹10 lakh compensation, stating that an advanced artificial limb was necessary for the teenager to live with dignity and continue his education and future career.

Police Investigation

Police arrested the accused dairy owner after completing their investigation. The accused now faces charges related to bonded labour, wrongful confinement and causing grievous injuries.

The case remains under trial, and further legal proceedings are continuing.

Rehabilitation Support

Officials said the compensation will primarily help the victim obtain a modern prosthetic arm and assist with his long-term rehabilitation. The government hopes the financial aid will enable him to resume his education and rebuild his future despite the permanent disability.
