The Himachal Pradesh government has amended labour regulations to permit shops and commercial establishments to operate 24 hours a day, a move aimed at boosting economic activity, improving consumer convenience, and creating new employment opportunities across the state. The decision is expected to benefit businesses in urban centres, tourist destinations, and commercial hubs that experience demand beyond traditional operating hours.
Under the revised provisions, eligible establishments will be allowed to remain open throughout the day and night, subject to compliance with labour welfare and workplace safety requirements. Officials said the amendment is intended to align Himachal Pradesh with evolving business practices and support sectors such as retail, hospitality, tourism, and services.
Authorities emphasized that employers will continue to be required to follow regulations related to working hours, weekly holidays, employee welfare, and occupational safety. Special provisions concerning the protection and welfare of women employees, including transportation and security measures during night shifts where applicable, are also expected to remain in force.
Business associations have welcomed the decision, describing it as a step that could improve the ease of doing business and encourage investment. Industry representatives believe extended operating hours may help generate additional revenue, particularly in tourism-driven areas where visitor activity often continues late into the evening.
Labour and administrative officials have stated that monitoring mechanisms will be implemented to ensure that employee rights are protected while businesses take advantage of the new flexibility. The government has also indicated that the amendment is part of broader efforts to modernize the state’s regulatory framework and support economic growth.
