The Himachal Pradesh government has issued new guidelines for the functioning of School Management Committees (SMCs) in government schools, mandating their fresh reconstitution and introducing compulsory annual social audits to strengthen transparency, accountability, and community participation in the education system.
According to the Education Department, all government schools across the state will be required to reconstitute their SMCs in accordance with the revised framework. The move is aimed at ensuring greater involvement of parents, teachers, local community representatives, and elected members in school governance and development activities.
Under the new guidelines, SMCs will continue to play a key role in preparing school development plans, monitoring educational standards, overseeing infrastructure projects, encouraging student enrollment and attendance, and ensuring the proper utilization of government grants. Officials said the updated procedures are intended to make the committees more effective and responsive to local educational needs.
A major feature of the revised guidelines is the introduction of mandatory annual social audits. These audits will assess various aspects of school functioning, including expenditure of funds, implementation of welfare schemes, infrastructure development, learning outcomes, and overall administrative performance. The findings will be documented and shared with relevant authorities to improve transparency and facilitate corrective action where required.
Education Department officials said the reforms are designed to strengthen grassroots oversight and promote better coordination between schools and local communities. School administrators and teachers have welcomed the initiative, stating that increased parental involvement can contribute positively to school improvement efforts.
School Management Committees were established under the Right of Children to Free and Compulsory Education (RTE) Act to encourage community participation in school administration. Education experts believe that regular social audits and renewed committee structures can enhance accountability and improve educational outcomes.
Parent associations and education activists have largely supported the changes, describing them as a step toward more transparent and participatory school governance. Officials expect the new guidelines to improve monitoring mechanisms, strengthen public confidence, and contribute to better educational standards across Himachal Pradesh.
