In a major step towards digital governance, the Haryana government is set to introduce Paperless Registration 2.0, an advanced platform aimed at completely digitising the property registration process across the state. The initiative is part of the government’s broader efforts to modernise the revenue administration system and improve citizen services.
According to Revenue and Disaster Management Department officials, the new system will allow citizens to complete almost every stage of property registration online. This includes submission of applications, uploading of documents, Aadhaar-based authentication, e-signatures, online payment of registration fees, real-time verification of records, secure digital storage, and automated processing of applications. The objective is to eliminate the need for physical paperwork and reduce repeated visits to government offices.
Financial Commissioner Dr. Sumita Misra stated that the transition from the existing system to Paperless Registration 2.0 will be implemented in a phased, district-wise manner to ensure that citizens do not face inconvenience during the changeover. To facilitate smooth implementation, the department has prepared detailed Standard Operating Procedures (SOPs) and user manuals for officials. A statewide training programme is currently underway through video conferencing, with master trainers appointed in every district to guide revenue staff.
The government believes that the initiative will significantly enhance transparency, accountability and efficiency in property transactions. By minimising manual intervention and reducing dependency on middlemen, the new system is expected to curb delays and procedural bottlenecks while promoting ease of doing business in Haryana. Officials say the reform marks another important milestone in the state’s ongoing digital transformation agenda.
