The Haryana government has drafted the Right to Business Bill, a reform aimed at improving the ease of doing business by reducing regulatory hurdles for micro, small and medium enterprises (MSMEs). The proposed legislation offers eligible new MSMEs a three-year inspection-free period, allowing businesses to focus on operations without routine inspections from various government departments.
The draft Bill was reviewed during a high-level meeting chaired by Chief Secretary Anurag Rastogi, where officials discussed measures to simplify business regulations and attract fresh investment into the state. The proposal has been prepared by the Haryana Department of Industries and Commerce.
Under the proposed framework, eligible enterprises will receive regulatory support during their initial three years of operation. While routine inspections would be exempted during this period, inspections may still be conducted in cases involving complaints, accidents, or violations of applicable laws.
The Bill also introduces a two-tier approval mechanism to speed up clearances. The Haryana Enterprises Promotion Centre (HEPC) will function as the state-level nodal agency, while District Level Clearance Committees will process approvals for projects at the district level through a single-window system.
The proposed legislation seeks to improve the state’s investment climate by reducing procedural delays, increasing transparency, and offering greater certainty to entrepreneurs. Officials believe the reforms will encourage startups, MSMEs, and investors to establish new businesses in Haryana while ensuring essential regulatory oversight remains in place.
If enacted, the Right to Business Bill would place Haryana among the states adopting a trust-based regulatory framework designed to balance ease of doing business with compliance and governance.
