Chandigarh, July 31: During Zero Hour in the Rajya Sabha, Rajya Sabha MP Sanjay Bhatia demanded the establishment of a Circuit Bench of the Punjab and Haryana High Court in Gurugram. He said the move would make justice more accessible, affordable, and faster for the people of South Haryana.
Need for a High Court Circuit Bench
Bhatia said the Punjab and Haryana High Court currently functions only from Chandigarh. As a result, litigants, advocates, businesses, MSMEs, and corporate institutions from Gurugram, Faridabad, Nuh, Palwal, Rewari, Mahendragarh, and nearby districts must travel long distances for every hearing.
He said this increases travel expenses, legal costs, and time spent on litigation. It also delays the delivery of justice.
Gurugram’s Growing Legal Importance
The MP highlighted Gurugram’s position as a major IT, corporate, financial services, and startup hub. The city also has a strong industrial base.
According to him, the region generates a large number of commercial disputes, labour cases, land acquisition matters, arbitration cases, tax disputes, insolvency proceedings, and constitutional matters.
He said these factors make the establishment of a Circuit Bench in Gurugram necessary.
Modern Judicial Infrastructure Already Available
Bhatia also referred to the recently inaugurated Tower of Justice in Gurugram. He said the complex has modern courtrooms, digital infrastructure, and e-Court facilities.
According to him, the existing infrastructure is suitable for operating a High Court Circuit Bench.
Constitutional Support for the Proposal
The MP cited Article 39A of the Constitution. He said the State has a duty to ensure equal justice for every citizen.
He also referred to Article 21, which recognizes speedy justice as part of the Right to Life and Personal Liberty.
Bhatia said judicial decentralization is not only an administrative need but also a constitutional responsibility.
Appeal to the Central Government
Bhatia urged the Central Government to begin a feasibility study for setting up a Circuit Bench of the Punjab and Haryana High Court in Gurugram.
He requested that the study be carried out in consultation with the Haryana Government, the Punjab and Haryana High Court, and other concerned authorities.
He said the new bench would improve access to justice, reduce litigation costs, and speed up case disposal for the people of South Haryana.
